JAKARTA (Antara) – The Minister of Tourism Widiyanti Putri Wardhana said that the government was ready to discuss the bill (RUU) of tourism with the VII Commission of the House of Representatives.

“The results of the coordination conducted by the Ministry / The Institution (K / L) on the 21st attended by seven k / L appointed as representatives of the government stipulated in the presidential letter as well as seven K / L linked to the substance of the bill,” Widiyanti said on Tuesday at a meeting with the House of Representatives of the VII VII VII commission which was followed in Jakarta.

Widiyanti said that representatives of the Government composed of the Ministry of Tourism, the Ministry of PAN-RB, the Ministry of the Act, the Ministry of PPN / Bappenas, the Ministry of Basic and Secondary Education, the Ministry of Higher Education, Sciences and Technology and the Ministry of Culture had coordinated the follow-up of the discussion on the bill on the modification of law number 10 concerning tourism.

During the coordination meeting, the Ministry of Tourism also confirmed a number of questions that focus on work meetings on February 3, 2025.

Widiyanti said that a number of Suns that had been discussed earlier were education, the term tourists in cultural diplomacy.

In law number 10 of 2009, education linked to education has not been regulated. But in the DPR initiative bill, education is invited to be included in Chapter IV-B.

Responding to these points, Widiyanti explained that the government asked that the chapter be suppressed on the grounds that the government's point of view on National Education had been regulated in law number 20 of 2003 concerning the national education system and government regulations on the management and implementation of education.

“Thus, educational regulations have the potential to overlap when regulated in the tourism bill,” he said.

According to him, the content of the context of tourism can be adapted to the article linked to the development of human tourism resources carried out in accordance with the provisions of the legislation.

Then, linked to the term tourism, in the current law on tourism, it is indicated that in article 1, which means by tourists, these are people who put tourism.

While in the DPR initiative bill, the term tourist is invited to refer to the word visitor who is interpreted as each person who goes to the country or in a place outside their family environment in less than a year for recreational purposes, commercial interests, by expanding knowledge, by studying the uniqueness, exotic and authenticity of tourist attractions and / or by improving the quality of life.

The government replied that it is better to have returned to one term used, namely tourists. Widiyanti explained that the addition of regulated terms in the bill would extend the scope, would make the potential to overlap other laws and regulations or the existence of things that were not or not regulated.

“Then there are indeed an international scale of three terms, but there is no comparison, a single tourist,” he said.

It continued its implementation would also be difficult because it was contrary to national planning documents which were also formalized by law, namely number 59 of 2024 concerning the national long-term development plan for 2025-2045.

“The term tourist has been widely used by other sectors, so that if it is added, the term visitor and traveler will have the potential to perform in synchronization with the bill,” he said.

The deepening of the discussion of the dark discussion on cultural diplomacy, in law number 10 of 2009, was not regulated. Then, in the DPR initiative bill, the equipment was invited to be regulated in Chapter IV on cultural diplomacy.

Widiyanti also said that the government had asked the chapter to be deleted. In the government's response, diplomacy has been regulated in law number 5 of 2017 concerning the progress of culture.

In article 35, he said, the government can achieve cultural diplomacy to increase the active role and the influence of Indonesia in international relations.

Furthermore, the word diplomacy does not need to be standardized, if standardization will cause problems because it can evoke the term diplomacy in other sectors and can cause overlapping authority.

He also said that there were several articles that could not be regulated in the Tourism Bill because he had been regulated in the CIPTA Labor Act. The articles listed are articles 14, 15, 26, 29, 30 and 54. Although there are articles that have been deleted namely Articles 16, 56 and 64.
