Former Andhra CM Jagan Mohan Reddy writes to Prime Minister Narendra Modi, urges a fair delimitation to protect the representation of the state
Echoing the concerns of the southern states of neighboring Indians during the next delimitation, the former chief minister of Andhra Pradesh and president of the Ysr Congress Party, Ys Jagan Mohan Reddy, wrote to Prime Minister Narendra Modi. Reddy, in his letter, asked that the proposed delimitation exercise be carried out in a way that guarantees that no state faces a reduction in its representation in Lok Sabha or Rajya Sabha.
In his letter dated March 21, 2025, Jagan Reddy underlined the concerns, in particular southern states, of the potential loss of parliamentary seats due to changes in the share of the population.
The chief of the YSRCP stressed that the 84th constitutional amendment had frozen the delimitation process until 2026, and with the exercise of the delayed census due to the cocovid-19 pandemic, the possibility of delimitation based on the figures of the updated population triggered anxiety.
Although Reddy is absent from the multi-state meeting concerning the delimitation, organized by the chief minister of Tamil Nadu MK Stalin in Chennai, the questions raised in his letter were the same.
Reddy noted that the southern states, which have succeeded in implementing measures to control the population, are now likely to lose political representation because their share in the country's population has decreased over the decades.
Citing census data from 1971 and 2011, Jagan Reddy stressed how states like Tamil Nadu, Kerala and Andhra Pradesh saw their shares of population shrink, although it is considerably contributed to national growth. He stressed that this reduction in political representation would be unfair to states that sincerely followed the policies of control of the center.
While recognizing the insurance of the Minister of the Interior of the Union, Amit Shah, the delimitation exercise would ensure a proportional increase in seats for all states, Jagan Reddy reported a constitutional challenge of this approach.
Article 81, paragraph 2, a) of the Constitution requires that the ratio of seats to the population be the same between states, which makes it necessary to modify the constitution to prevent any state from losing a representation.
Seeking Modi's intervention, Jagan Reddy warned that any disproportionate delimitation exercise could disrupt social and political harmony in the country.
He urged the Prime Minister to ensure that all states would be treated fairly in the process, stressing that strong leadership was necessary at this crucial stage.
