Jagan writes to PM Modi, requests an equitable delimitation to respond to the concerns of the States

YSRCP chief Ys Jagan Mohan Reddy wrote to Prime Minister Narendra Modi demanding a fair delimitation process.

Jagan, who jumped the Chennai meeting without mentioning any reason, however, chose to write to the Prime Minister, expressing concerns about injustice that would be done in southern states if the delimitation exercise was carried out as currently proposed. He suggested an amendment to the constitution of India to rectify the anomaly.

Large -scale impact

Describing the question as of the utmost importance for the whole nation, the former chief minister declared that delimitation would have an impact on the political representation of certain states in the political and legal process and the feelings of a large part of the population.

He underlined the general concern concerning the imbalance of the population which persists in different states. The apparent objective of the 42nd and 84th constitutional amendments in the freezing of the allocation of seats was the hope that, over time, all states would be able to demonstrate similar levels of success concerning the exercise of family planning, and the share of the states of the country's population would be restored to the 1971 levels.

However, with the 2011 census number and other decadal growth estimates of the population in the United States, this does not seem to be the case.

The share of southern states of the country's population reduced over the age of 40 between 1971 and 2011.

“We believe that the share has further reduced over the past 15 years. This reduction in the share has resulted from the sincerity of the southern states in the implementation of the population control program, which was a national priority,” said Jagan.

Control and delimitation of the population

The former chief minister, with the help of a table, explained how the share of the southern Indian population had decreased. He said that if he was 24.80% in 1971, he increased to 20.88% in the 2011 census.

Jagan expressed his concern about the possible erosion of the participation of southern states in the development of national policies if the delimitation process was carried out on the basis of the current population of states.

He declared that although he was grateful to the insurance of the Minister of the Interior of the Union that the exercise of delimitation would be undertaken by the need to ensure a proportional increase in seats for all states, he nevertheless wanted to underline the constitutional obstacle to such relaxation.

He said that the 84th constitutional amendment had extended the already existing constitutional embargo on the delimitation process. The embargo would end in 2026 with the constitutional amendment. He said that the census process would be completed by 2026. The constitutional framework demanded the readjustment of the distribution of seats in the People's House to the States and the division of each State in territorial districts after the exercise of the census.

“Given the fact that the constitutional embargo will end, the conclusion of the exercise of the census in 2026 would inevitably be followed by a process of delimitation. This hypothesis caused severe anxiety for several states, in particular the southern states, which fear that their representation will be reduced,” he said.

The chief of the YSRCP said that in the current circumstances, the ratio as justified by the Constitution should be maintained. To facilitate this, there must be an amendment to the Constitution to give effect to such a proportional increase in seats for each State.

This would guarantee that no state should encounter a reduction in its representation in Parliament.
