The Payments Council of India (PCI), which represents digital payment companies, wrote to Prime Minister Narendra Modi, in search of the introduction of the merchant's discount rate (MDR) on UPI transactions and Rupay debit cards. The industry organization requested a MDR of 0.3% on UPI transactions only for large merchants and a nominal MDR on Rupay debit cards for all merchants. This approach is aligned with existing MDR structures for other digital payment instruments such as credit cards and non -RUPAY debit cards, PCI said in a statement on Monday.

MDR is costs billed by banks to merchants to provide digital payment services. Last week, the government approved an incentive diet at 1,500 beliefs of rupee lower than the current exercise to promote low-value BHIM-UPI transactions, focusing on payments made to merchants. The allowance was half the subsidy of more than 3,000 roots of rupees during fiscal year.

PCI in the letter indicated that the allocation of RS 1,500 crore covers only a fraction of the estimated annual cost of RS 10,000 crores necessary to maintain and extend the UPI services. MDR is the lifeline for the digital payments ecosystem. Without this, the sustainability of all the infrastructure is in danger. The introduction of a reasonable MDR for large merchant transactions will allow the industry to continue investing in innovation, cybersecurity, grievance repair and commercial support, ultimately guaranteeing that the UPI continues to prosper, PCI said in its submission. About six crore merchants in India are currently accepting digital payments, 90% of which are classified as small merchants with around 50 merchants classified as large companies.
The introduction of MDR on UPI merchant transactions was a request awaiting the fintech and the wider payment industry which indicated that a zero MDR regime would make the system unbearable. Amazon Pay, Phonepe, Paytm and Razorpay are among the members of PCI.
