Joint declaration between the People's Republic of China and the French Republic on climate change during the tenth anniversary of the Paris Agreement (March 27, 2025)

The People's Republic of China and the French Republic (hereinafter referred to as “the two parties”):

Given the urgency of responding to the climate crisis and its impact on the ecosystem, civil society and the world economy,

Recognize the essential role of international cooperation in the implementation of the three Rio conventions, the Kyoto Protocol, the Paris Agreement, the Frame of the World Kunming-Montreal Biodiversity and the United Nations Sustainable Development Goals,

Repeat strong commitments to improve international climate change cooperation and maintain multilateralism, and business support for the Paris Agreement and its temperature objective of maintaining the increase in the global average temperature much lower than 2 ° C above pre-industrial levels and to continue efforts to limit the increase in temperature to 1.5 ° C above pre-industrial levels,

Reaffirm the role of the United Nations Convention on Climate Change (UNFCCC) and the Paris Agreement as a fundamental legal basis and the main channel for international cooperation on the fight against climate change, in order to improve

Stressing that the Paris Agreement tracks down the course for the world to go to green and little carbon development and has resulted in an almost universal climate action, welcoming the progress of the fight against climate change with the implementation of the Paris Agreement,

Stressing that, as indicated by the outcome of the first world stage, the collective achievement of the objective and the principles of the Paris Agreement and its long -term objectives requires even more than all the parties inject political momentum into international cooperation on the joint struggle of climate change,

Emphasizing the importance of dialogue between the two parties to meet the world challenges, in accordance with the results of the 2019 Beijing call to the conservation of biodiversity and climate change and the joint declaration of China and France on the strengthening of biodiversity and the ocean cooperation of Kunming-Montreal in Nice to the agreement by the President Xi Jinping and the President Emmanuel 6, 2024.

With the approach of the third conference of the United Nations Oceans in Nice and on the occasion of the tenth anniversary of the adoption of the Paris Agreement, the two parties are committed to:

1. Implementation of the Paris Agreement in a complete, complete and effective way, informed by the outcome of the first world actions. The two parties will improve cooperation in energy efficiency and decarbonization in the fields of energy, industry, transport and buildings, in particular by making continuous efforts to transform fossil fuels in energy systems, in a fair, orderly and fair way, and actively pushing green socio-economic transformation.

2. Provide appropriate solutions to the major challenges of the era in the multilateral framework. The regression of certain countries of scientific consensus and their withdrawal from multilateral institutions will only strengthen our determination and our actions. The two parties reaffirm their commitment to take and accelerate collective actions, on the basis of the best available science, taking into account the various national circumstances.

3. Improve the coordination in the contribution of the thirtieth session of the conference of the parties to the UNFCCC (COP 30), in favor of the Brazilian presidency to offer the decisive conference a complete success, strengthening coordinated efforts and improved communication on their new respective NDCs which will cover all the economic areas and fashionable gases and will be aligned with the Paris agreement, while the nature of Greenhoes NDCS, and recalling articles 2, 3 and 4 of the Paris Agreement.

4. Support climate actions. The two parties emphasize that climate actions could offer the possibilities of the global economy in the fields of investment, financing, competitiveness, innovation, employment and economic growth, as well as people to improve living standards and health conditions, facilitating decent work, sustainable food systems and affordable energy.

5. Advance the implementation of the decision on the new quantified collective objective on climate financing (NCQG) adopted at COP29.

6. Protect biodiversity and ecosystems. Recognizing the synergy between the climate crisis and the loss of biodiversity, the two parties will work together to implement the framework of world kunming-Montreal biodiversity and protect ecosystems. The two parties reaffirm their commitment to COP26 to stop and reverse deforestation and degradation of land by 2030. The two parties have committed to promoting nature -based solutions.

7. Strengthening world marine conservation in accordance with the joint declaration of China and France on the strengthening of biodiversity and ocean cooperation: Kunming-Montreal in Nice. China will support France in the holding of a successful conference in the United Nations Ocean (June 9-13, 2025, Nice, France) in the most ambitious way. The two parties work at the early entry in force of the agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of the marine biological diversity of the areas beyond the national jurisdiction (BBNJ agreement).
