Saudi Arabia stops construction of Mukaab, Vision 2030 “New Kaaba” project
INIKEPRI.COM – The Saudi government has reportedly temporarily halted construction of the ambitious The Mukaab project in the capital Riyadh since January 28, 2026.
The project, nicknamed by some Internet users the “new Kaaba”, is one of the main icons of the Vision 2030 program initiated by Crown Prince Mohammed bin Salman to diversify the Saudi economy so that it no longer depends on the oil sector.
The temporary suspension of development was carried out as part of a reassessment of spending priorities and financial feasibility of a number of megaprojects under the Vision 2030 transformation program.
The Mukaab was previously designed as a giant cube-shaped building measuring approximately 400 meters by 400 meters. The futuristic structure is expected to have the world’s largest artificial intelligence (AI)-based display technology inside.
Inside the building, a ziggurat-like terraced structure with a height of over 300 meters has also been designed, which visitors can use to enjoy an immersive visual display.
However, despite its ambition, this project has been the subject of numerous reviews, particularly regarding its environmental impact and its enormous energy requirements.
In previously published concepts, the Mukaab was designed as a large-scale enclosed building requiring year-round cooling and lighting. This is seen as contrary to the spirit of sustainability promoted by the Saudi Green Initiative.
Yasser Elsheshtawy, a non-resident scholar at the Arab Institute for the Gulf States and professor at Columbia University, believes that the very large size of the building will require large amounts of water and energy consumption, while the region is classified as having minimal water resources.
Additionally, building construction and operation processes are estimated to produce significant volumes of carbon emissions and construction waste.
Not only in terms of environment, the design of the Mukaab also sparked debate on social media, as it was thought to have similarities to the Kaaba, the sacred building for Muslims at the center of the Grand Mosque in Mecca.
However, the Saudi government had previously stressed that the project was part of the development of a modern area in Riyadh and not a replica of a Muslim holy site.
Mukaab itself is on the list of megaprojects managed by the Public Investment Fund (PIF), the Saudi state investment institution that manages assets worth around $925 billion.
Recently, the PIF is said to have started controlling costs and reviewing priorities of major projects, in line with the growing pressure for funding various Vision 2030 development programs.
