Boris Johnson's commitment to investigate the post office scandal when in doubt
What appeared last week to be a promise of public inquiry into the computer mail scandal, actually appears to have been the Prime Minister playing with the crowd, as his engagement is watered down in the number 10 statement.
In response to a question asked in Parliament last week, Prime Minister Boris Johnson appeared to be involved in a public inquiry into the scandal that saw deputy masters suffering, including prison terms, after being blamed for accounting deficits caused by errors in the system of the post office system that they use.
For the past 20 years, the sub-masters have been prosecuted, imprisoned, fined and forced to pay off accounting deficits that had nothing to do with them. Computer Weekly first reported problems with Horizon in 2009 when we revealed the stories of a group of sub-masters. Shortly after, more sub-masters came forward, but the dispute goes back further than that (see timeline below). A recent High Court trial has shown that the Post Office claims that Horizon could not be blamed for the shortfalls and that the deputy masters were right. A judge of the court of appeal said that the post had treated the deputy masters like Victorian factory workers.
In questions from the Prime Ministers in the House of Commons on February 26, Labor MP Kate Osborne of Jarrow asked Johnson if he would engage in an independent investigation. She said: Like many other postmasters, my constituent, Christopher Head, was a victim of the Horizon computer system scandal. This resulted in bankruptcy, imprisonment and even suicides. Will the Prime Minister pledge today to conduct an independent public inquiry?
Johnson said: I am indeed aware of the scandal to which (Osborne) alludes and the disasters that have plagued many postal workers, and I am happy to commit to getting to the bottom of things as she recommends.
The deputies and the assistant masters understood that this constituted a commitment to a public inquiry. A full public inquiry cannot be forced and is, in fact, a gift from a government that wants to be seen as doing the right thing.

The answer from number 10 clearly indicates that no decision has been made. The last line of the statement confirms that the government is currently examining what can be done beyond ensuring that the Post respects its commitments, made in the framework of the judicial settlement, to change its relations with the deputy masters. .
In response to a question from Computer Weeklys, the government said: We take post office relations with its post masters very seriously and are monitoring the situation closely during the legal proceedings. The post office, under the leadership of its new CEO, has since acknowledged that he was wrong, apologized and stated that he intended to re-establish a positive relationship with postmasters. The Department of Business, Energy and Industrial Strategy is actively working with Swiss Post on this issue and will hold them accountable for their progress.
