REPUBLIKA.CO.ID, JAKARTA – Minister of Maritime Affairs and Investment Coordination Luhut Binsar Pandjaitan admitted that President Joko Widodo (Jokowi) was ordered to focus on dealing with Covid- 19 in nine provinces, which contributed greatly to the total number of cases nationally. Luhut was given a two week goal.
“The president has ordered that within two weeks we will be able to achieve three goals, namely to reduce the number of daily cases, increase recovery rate (cure rate) and decrease mortality rate (death rate), ”Luhut said in a written statement in Jakarta on Monday (9/14).
Luhut, who is also vice-chairman of the Covid-19 Political and National Economic Recovery Committee, as well as the head of the National Disaster Management Agency (BNPB) Doni Monardo have been ordered to work with the ministry of Health to treat the case of Covid-19 at DKI Jakarta, West Java, Central Java, East Java, South Kalimantan, South Sulawesi, Bali, North Sumatra and Papua.
On this instruction, Luhut immediately invited regional chiefs and TNI / Polri leaders in the nine provinces to hold a virtual coordination meeting on Monday. The coordination meeting was also attended by Minister of Health Terawan Agus Putranto, Coordinating Minister of Political, Legal and Security Affairs Mahfud MD, Coordinating Minister of PMK Muhadjir Effendi, Coordinating Minister of Economy Airlangga Hartarto and BNPB chief Doni Monardo.
Meanwhile, regional leaders who attended the virtual meeting were DKI Governor Anies Baswedan, West Java Governor Ridwan Kamil, Central Java Governor Ganjar Pranowo, and East Java Governor Khofifah Indar Parawansa.
Luhut explained that the reason the president ordered him to focus on the nine provinces first was because eight provinces, except Papua, contributed 75 percent of the total cases or 68 percent. percent of total active cases. He also explained that to achieve the three objectives of managing the transmission of Covid-19 in the nine main provinces, his party had developed three strategies.
“The operation is justified for the application of the disciplines of the health protocol, improving the management of care for Covid-19 patients to reduce the mortality rate and increase the cure rate as well as to specifically manage the clusters of Covid-19 in each province, ”he explained.
According to Luhut, Operation Justisi was carried out as an effort to enforce health protocols that the public still often overlooks.
“We have to carry out operations justisi to enforce the health protocol because if we do not take severe measures against the violators, we want the PSBB to increase up to 10 times the condition will not improve soon”, a he said.
Luhut added that over the next two days, technical meetings with all provinces will be held intensively.
“I ask each province to refine its strategy, we must be clear on the distribution of tasks who does what and we deploy (spread) all the resources we have, ”he said.
Meanwhile, Mahfud MD reminded regional chiefs of the need to change governor’s regulations (Pergub), regent’s regulations (Perbub) or mayor’s regulations (perda) to become regional regulations (perda) so that the police can apply the penal rules to justisi operations.
“Operation Justisi is linked to the application of criminal law, while by law (UU), governors, governors, governors or guardianship cannot contain criminal sanctions,” he said.
Mahfud also advised the regional chiefs to immediately deal with the modification of the regulation into a regional regulation of the DPRD. Meanwhile, currently across Indonesia, only two governorates have become lost.
“But if the police want to carry out the criminal sentence outside of the governor’s regulations, it is still possible, for example by using law number 4 of 1984 concerning epidemics of infectious diseases,” he added.
Using this law, Mahfud continued, police can prosecute offenders with the threat of up to one year in jail and / or a fine of up to Rp 1,000,000. On Monday, the operation Justisi was implemented simultaneously in nine provinces.
However, several provinces had previously implemented justisi operations to crack down on Covid-19 protocol violators before President Joko Widodo’s order was released today. These provinces include DKI Jakarta, Central Java, East Java and North Sumatra.
