Boris Johnson faces a massive Tory rebellion over his government’s response to the coronavirus as MPs prepare to vote on the restrictions.
Conservative critics are calling for a significant government move on the 10pm bar curfew and the inclusion of children in the “rule of six” regulations for gatherings.
Main rebel Steve Baker has said he is not planning to defeat the government, but rather get ministers to change gears.
Mr Baker held a meeting with like-minded Tory MPs Tuesday noon to discuss tactics.
MPs will also vote on Tuesday, when the Prime Minister will speak at the Tories’ virtual conference, on regulations that apply the rule of six in England to allow them to continue.
Mr Baker said: “The consensus among Tory MPs seems to be around two points – that children should be excluded from the rule of six and that the 10pm curfew is not justified by evidence.
“I wouldn’t expect to win a vote on either issue. The reality is that we have to persuade the government on all of these issues.
“With Labor and the SNP absent from the action, we will not defeat the government in any rebellion.”
Mr Baker said tough negotiations were underway to “keep the Conservative Party united”.
Rebel sources said they expected Health Secretary Matt Hancock to indicate the two main sources of contention – the pub curfew and the rule of six – would be reconsidered after going through Parliament to try to defuse the situation.
Mr. Baker said: “The reality now is that we are in a long and difficult matter of negotiating with the government to try to keep the Conservative Party united.
“And try to persuade the government to have restrictions that don’t do more harm than good.”
Chancellor Rishi Sunak expressed sympathy for those unhappy with the 10pm bar curfew.
Senior Tory MP Sir Geoffrey Clifton-Brown has said he will support the government amid the increase in Covid cases.
He said: “I think we have to recognize that the numbers are increasing all the time.
“Therefore, the government has to invoke very serious measures, so, yes, I will vote for … the government.”
The concern on the Conservative benches comes as the government is embroiled in a major controversy over the performance of the coronavirus testing and tracing system, with thousands of positive coronavirus cases initially going unrecorded in England due to of a technical problem.
Mr Johnson urged MPs to back the six-step rule to curb the spread of the coronavirus ahead of the Commons vote.
The prime minister’s official spokesperson said banning more than six people from mixing was a “sensible and useful” step.
There has been growing unease within the Conservative ranks over restrictions on people’s freedoms and Mr Johnson admitted that some people are “furious” with the government.
The Prime Minister’s spokesman said: “You have heard him talk a lot in recent days about the measures we have had to take.”
Mr Johnson suggested it would soon become clear whether the tougher measures introduced in recent weeks help slow the spread of the coronavirus.
The Prime Minister told reporters: “The crucial thing is that in the next few days, the week, we will see more clearly whether some of the restrictions that we are putting in place – the additional application of the rule of six, the additional application from self-isolation, mask rules and so on – whatever happened, we’ll see if that starts to work to bring down the virus. “
