Boris Johnson clashed with Britain’s oldest Mandarin after insisting on making top-secret political decisions on WhatsApp.

Cabinet Secretary Simon Case intervened after worrying that some texts from the Prime Minister’s official account on the courier appear to have been sent by someone other than himself.

In another development, Mr Johnsons’ partner Carrie Symonds was reportedly heard pushing him in the background during confidential phone calls to ministers and officials.

They include highly confidential political decisions and instructions to fellow ministers and mandarins.

In the past, these issues were handled through traditional printed materials in the Prime Minister’s Red Box in Whitehall, which were returned to him, hand-signed.

Mr Case has raised concerns over Mr Johnsons’ new practice, described by an official as the government via WhatsApp.

Officials said the style of some of the text responses appeared markedly different from the PM’s distinctive style. But he refused to go back to the old way.

Mr Johnson, Mr Case and Mr Johnsons, Principal Private Secretary Martin Reynolds, are among a handful of personalities in the WhatsApp No 10 Private Office group.

Until recently, it was mainly used for routine messages, mainly related to the Prime Minister’s diary.

But three weeks ago he asked to make more use of it.

He requested that box submissions, formal questions requiring approval, normally included in his red box, be sent through WhatsApp.

However, officials were concerned about the nature of some of the text responses.

The PM has a distinctive style: colorful, expressed, courteous with erratic spacing, one said. But some of the answers were shorter and sharper and neither looked nor looked like him.

Paper documents have proven to be secure for decades. Unlike the texts, you can see the handwritten PM notes in the margins and signature. Mr Case has reportedly raised the issue with Mr Reynolds, who has said the Prime Minister will not abandon the WhatsApp movement.

One insider described broader concerns: Previously, the private WhatsApp office was used for the newspaper, as if to remind it that it had a call to a foreign leader in 20 minutes. Now important decisions are sent in a WhatsApp summary. It’s not the same as getting all the details in a document in your red box. And not so sure.

Mr Johnson is a member of several WhatsApp groups, ranging from political forums to briefings for Tory MPs.

It is customary for prime ministers and ministers to receive red leather briefcases, called red boxes, filled with official documents, in the evenings and on weekends. Officials are encouraging Mr Johnson to work on his red box while he is still working on his No.10 study.

He is urged to do so during his free time in the office between meetings, an official said. This means that he has less to take for the apartment or the ladies.

Claims that officials no longer put certain top secret Strap 3 documents in Whitehall lingo in the Prime Minister’s red box are disputed by No.10.

The Mail has learned that when ministers and officials are on the phone with Mr Johnson they sometimes hear Miss Symonds in the background.

You can hear him push him, say: Tell him to do this or that, prick him, one of them said. These are often her favorite issues, like the environment or who she thinks is loyal to him or not. A PM partner has the right to express an opinion.

But if they listen and contribute when the Prime Minister talks confidentially to ministers, that would be baffling.

Miss Symonds regularly hosts parties at the Downing Street apartment and weekend gatherings at Checkers for her network of friends, mostly Conservative political advisers and selected journalists.

Mr. Johnson is present at some of these meetings, but not all.

It comes after the Mail revealed how Mr Johnson blocked a plan to promote Tory North West Durham MP Richard Holden, two years after Miss Symonds testified against him in a court case that had him whitened sexual assault against another woman.

Mr Case, Downing Street and the Cabinet Office all declined to comment.
