China Expands Geopolitical Influence After Falling US Position –
As President Donald Trump announces a stop to funding for the World Health Organization, accusing him of bowing to China over the coronavirus epidemic, Beijing relies on a well-established strategy of take advantage of its global position wherever the United States lets go.
For years, Chinese nationals have held positions at the head and downstream of United Nations agencies like Central Asia devotes considerable resources to strengthening its international financial and military relations.
China’s long game of global influence is particularly apparent in Africa, where the continent’s debt to the world’s second largest economy 10 years ago was minimal.
Today, UN official said, stands at some $ 140 billion as Beijing steps up investment under the President’s “Belt and Road” initiative, the global infrastructure project. Xi Jinping.

The Beijing overtures placed it in a powerful position to leverage African support on various issues and with international agencies.
Led by Ethiopian Tedros Adhanom Ghebreyesus, the WHO is accused by Washington of having accepted without reservation China’s first assertions that the virus has not spread between humans and of having praised the ” transparency “from Beijing on the extent of the crisis.
“What we have seen for more than 10 years, and especially since 2012 with Xi Jinping, is a real push of Chinese diplomacy to restructure global governance”, Alice Ekman, senior analyst in charge of the Asia portfolio at the Institute of the European Union for Security Studies, told AFP.

“It is a noble ambition since China is talking about” piloting “this restructuring.”
The same phenomenon – the United States withdrawing and China making its mark, but never directly – is noticeable in several United Nations agencies.
In addition to being available for an increasing number of peacekeeping missions, Beijing has become the second largest financial contributor to the United Nations, surpassing Japan but behind the United States.
Far from the activities of the United Nations directed from its headquarters in New York, China has exerted its financial influence in the numerous agencies of the organization in the world, including UNESCO in Paris.

Washington’s withdrawal from the United Nations Educational, Scientific and Cultural Organization since 2019, due to alleged prejudice against Israel, occurred as China increased its influence to become the most large mandatory net contributor to the agency.
Beijing has a strong presence in education programs for women and girls, and the second highest official of UNESCO, Xing Qu, is Chinese.

“They managed to find a balance – being very present without imposing,” an official, who spoke on condition of anonymity, told AFP to be able to speak frankly.

For many UN officials around the world, the vacuum left by the withdrawal of some of the most influential actors on the international scene is a danger to the organization.
“The United States is not leading internationally, Europe disappearing and China pursuing its own interests, we are really in trouble,” Catia Batista, associate professor of economics at the Nova University of Lisbon.
The Chinese also flexed his muscles at the Food and Agriculture Organization of the United Nations (FAO) in Rome and the International Civil Aviation Organization (ICAO) based in Montreal.

In 2019, Qu Dongyu, a former Chinese minister, became the head of FAO, while ICAO has been co-managed since 2015 by another Chinese official, Fang Liu.
Beijing’s influence is “real and growing” at ICAO, which regulates global air transport, said a specialist close to the agency.
The source said that Beijing is now the second largest financial contributor to ICAO after Washington.
Washington has suspended financial contributions to ICAO since last year to accelerate reform.
But while US officials use their contributions as leverage, the tactic is not part of a larger attempt to abandon the UN as a whole, the source said.
At UNESCO, a similar leverage on U.S. money for influence has not led to revolutionary reform – but it remains to be seen how the suspension of Trump funding will affect WHO.
In Vienna, the major Western powers have shown little interest in the United Nations Industrial Development Organization, a small agency that aims to promote inclusive and sustainable industrial development.
Seizing an opportunity, China used this apathy to use UNIDO as a springboard for its rise in other UN agencies.
Another former Chinese minister, Li Yong, has been the director general of UNIDO since its creation in 2013.
As for the International Atomic Energy Agency (IAEA), Washington is the largest financial contributor, ahead of China.
The United States says it has not lost influence despite Trump’s withdrawal from the 2015 big powers-Iran nuclear deal.
In reality, China is now in control, Russia and the Europeans also occupying positions of influence.

“After the election of Donald Trump, China has strengthened its position as guarantor of multilateralism,” said Ekman, adding that the COVID-19 pandemic was another chance for Beijing to “invest in global governance in all directions “.
Ekman described China’s approach as a “pragmatic and global” strategy in which the WHO is “just one among many”.
“In the long term, China would like to see the advent of post-Western global governance, in which China would play a central role,” she added.
