The Minister of Manpower Ida Fauziyah explained that the program had been named Guarantee of loss of employment (JKP) for the workers or workers made redundant during a working meeting (Raker) with the Commission IX DPR RI and BPJS general manager Ketenagakerjaan, Wednesday (7 / 4/2021) in Jakarta.
“Workers who participate in the JKP program are entitled to three benefits, namely money, access to labor market information and vocational training,” the Minister of Manpower said in a statement. , Thursday (08/04/2021).
He said the benefits for workers made redundant under the JKP cash program amounted to 45% of wages for the first 3 months and 25% of wages for the following 3 months. Aid is given for a maximum of 6 months.
Another advantage, Ida said, is that access to labor market information will also be provided in the form of labor market information and / or career guidance services and is provided by job assistants. work or inter-departmental agents.
“The third benefit, JKP participants will receive vocational training in the form of skills-based training provided by vocational training institutions owned by government, private sector and companies,” he added.
The Minister of Manpower declared the requirements for the participants of the JKP program, namely the Indonesian citizens who have been included in the social security program according to the stages of participation in the presidential regulation number 109 of 2013.
This program is intended for large and medium-sized enterprises and is part of the JKN, JKK, JHT, JP and JKM programs. Then, for small and micro enterprises, at least participate in the JKN, JKK, JHT and JKM programs.

Meanwhile, Ida revealed that the source of funding for JKP was the central government contribution of 0.22%, the source of funding for the recomposition of workers’ compensation insurance program fees of 0.14%. and the death benefit of 0.10%. The basic provisions for the calculation of salaries are the salaries which are declared to BPJS with a salary limit of 5 million rupees.
Ida also explained that with regard to the beneficiaries of the JKP program, which are regulated, namely workers who experience layoffs in accordance with the Law on Job Creation (Article 154A of Law No. 11 of 2020), workers who want to work again and workers who have a minimum contribution. period of 12 months in 24 months as well as the payment of contributions for 6 consecutive months before layoffs.
However, this does not apply to reasons of layoff due to resignation, permanent total disability, retirement and death.
Ida explained that her party continues to finalize the implementation of the JKP program by compiling a regulation from the Minister of Manpower (Permenaker) which is a regulation derived from government regulation number 37 of 2021 regarding the implementation of the job loss guarantee program.
In view of the implementation of the JKP program, the Department of Manpower drew up a regulation in the form of a Permenaker and then built a system that integrates the Sisnaker system with the BPJS employment system as well as integration of membership data with the coordinating ministry for PMK.
