Imran Khan brings in a former head of the ISPR to speed up his information game on governments.

Prime Minister Imran Khan has appointed a former head of the military information wing, Inter-Services Public Relations (ISPR), as his special assistant for media and broadcasting. Lieutenant-General (retired) Asim Saleem Bajwa is a prominent figure in the Pakistani army. His appointment as the Khans’ special assistant to the media is unprecedented and will greatly benefit the current government. However, this appointment also highlights the growing need to recruit professionals to lead key departments and the government’s strategic portfolios.

In Pakistan, Bajwa is recognized for having reformed and revitalized the media policy of the Pakistani military and reorganized the ISPR into an institution equipped to face all kinds of challenges of the information war. Bajwa, the first three-star general to lead the military media wing, introduced the use of social media platforms like Twitter to project the role of its institutions nationally and internationally. Bajwa was also the head of Southern Command, a body of the Pakistani army currently responsible for security in Balochistan province. Most importantly, he is currently president of the Sino-Pakistan Economic Corridor Authority (CPECA), an organization that ensures the rapid completion of Chinese-sponsored infrastructure projects in Pakistan.

It is expected that with the appointment of Bajwa as the focal point for communications, the information management crisis of governments during COVID-19 will end. From the start, the Khans government has not been able to effectively manage its information game. Arguably, a bad communications policy was spread by politicians with deep partisan ties and caused serious problems for the current regime. For the past 18 months, Khans’ team at the head of the Ministry of Information and projecting the work of governments have found themselves unnecessarily targeting media houses or opposition political parties. General Bajwa will bring strategic perspectives from the media and communications of which he was the pioneer as DG [director general] ISPR. The government has missed this strategic vision at its own risk, writes Fahd Hussain, who is editor-in-chief at Dawn.

It is also plausible that Khan is simply giving in to the demands of security establishments, and the appointment of Bajwa is another step in this direction. Undoubtedly, one of the main reasons that Khan has survived so far is due to his ability to avoid severing ties with the national security establishment. This reflects an intelligent policy on the part of a Prime Minister who heads a very weak government and remains dependent on the support of the national security establishment to even manage the daily affairs of his government.

To a large extent, the COVID-19 crisis has shown more clearly that Khan is ready to make room for the national security establishment on governance matters if he feels incompetent or lacking in capacity within the Pakistani civilian ranks. While one can argue about the merits of such a constitutional decision, it is commendable that Khan is willing to go to the other side and ask for help. In doing so, it not only makes the process of fighting COVID-19 more organized, but also wants to share the space with an institution that can provide professional support and share responsibility.

In any case, the appointment of Bajwa is a good sign for a portfolio that has long been overlooked. Bajwa is expected to make major reforms to the Ministry of Information. His experience with ISPR shows that he will reach out to all relevant stakeholders to create a better understanding between the government and publishers.

It is important to note here that Bajwa maintains good relations with the opposition parties, journalists and the media. His calculated and clear language, which he should bring to press briefings concerning the governments’ response to COVID-19, will provide much-needed clarity on an issue of strategic importance. The blame game between the federal government and several other provincial stakeholders is also expected to end or be significantly reduced. In addition, his appointment means that there will be hardly any occasion when the ISPR will have to clarify the government’s policy on the COVID-19 crisis, a trend that has continued for over a month now.
