MUMBAI: Former BCCI General Manager (Game Development) Ratnakar Shetty has proposed a series of measures to improve cricket in the new BCCI state units, which received full membership following the Lodha reforms imposed in 2016.
In an email (a copy is with TOI) to BCCI President Sourav Ganguly, Shetty wrote: Dear Sourav, first of all I must appreciate the fact that the three main office holders of the BCCI have taken the responsibility to plan and implement the development and promotion of cricket in the new states (except full members in the pre-2016 era).
You will be interested to know that Sikkim and Manipur were affiliated in 1997, while Meghalaya, Nagaland, Bihar and Arunachal Pradesh were affiliated in 2008. The Committee of Administrators (CoA), Uttarakhand, Puducherri and Mizoram and UT Chandigarh, affiliated in 2018, was affiliated in 2019. .
In the past 22 years, Sikkim and Manipur have done little to promote and develop local cricket in their state. Of all states, Meghalaya and Nagaland have done well. They have a development structure and a basic infrastructure.
What did the BCCI do before 2017 to help them? The new states as well as Sikkim and Manipur played in the BCCI domestic junior tournaments and also received financial support. We gave Rs 50 lakhs to each of the state units in 2010. Unfortunately, most of them did not file audited accounts and usage certificates (except Meghalaya and Nagaland).
The BCCIs’ money was misused and they were unable to claim new funds because there were no audited accounts of previous BCCI funds. State teams such as Sikkim, Nagaland and Manipur included non-state players who showed them as students (most of which were found to have paid to play). Thus, the local cricket remained underdeveloped.
The then president of the BCCI, Anurag Thakur visited the Northeastern States and proposed indoor academies in Shillong and Dimapur. Plans were made and a budget of Rs 5 crores was sanctioned for each center to start with.
What can BCCI do now?
1. Develop local cricket The state units must start school cricket for boys and girls for under 16s and under 19s.
2. At the end of the Interschool tournament, choose 25 probabilities and run a coaching facility with the help of former cricketers from India and also involve physiotherapists and trainers from the National Cricket Academy (NCA) pool.
3. Any fund given to the state must be accounted for and they must provide certificates of use with supporting documents.
4. Establish an indoor academy in all of these states to be conducted directly by the BCCI. The state units should identify land for that.
5. The state teams must give preference to the local talent, otherwise the whole purpose of their affiliation will be rejected.
The BCCI must ensure that no more than three guest players do not play in the age group tournaments. All other players must be born in their jurisdiction or they must be established in that state.
I hope you are aware of the police cases filed in Delhi where a person associated with a NE state association acted as agent for recruiting young players for states in NE state (BCCI ACU was also part from that investigation). Last year, I took care of Uttarakhand and we decided that for all age group teams, only boys and girls born in the state would be eligible. It worked wonders and the local cricketers were very happy because they got the chance to play for their state.
6. Last year, as I have heard, the BCCI issued guidelines on expenditure and the same is followed.
7. In all new states, including Bihar, it is recommended that the BCCI appoint selectors, coaches and support staff.
8. A special camp for the 25 most talented players from these new states will be chosen for each age group and the NCA may lead the same.
