Pentagon urges Google and Oracle to bid on JWCC cloud deal

The Pentagon has called on Google and Oracle to support the agency’s multi-vendor cloud computing agreement.

Earlier this year, the Pentagon broke the $ 10 billion Joint Enterprise Defense Infrastructure (JEDI) cloud computing contract with Microsoft after years of court battles between competitors. When awarded to Microsoft in 2019, both Amazon and Oracle filed a proceeding to challenge the contract.

After canceling the JEDI contract, the Pentagon announced the Joint Warfighter Cloud Capability (JWCC) contract as an alternative. Instead of awarding JWCC contracts to a single company, we planned to award contracts to multiple vendors. The Pentagon initially planned to invite only Microsoft and Amazon to submit bids for the project, but announced on Friday that it would include Google and Oracle.

Alan Pelz-Sharpe, founder of analyst firm Deep Analysis, said all four companies can do what DOD “theoretically” requires. In short, it provides a cloud infrastructure that makes it easier for the military to access information from remote locations. Pelz-Sharpe said the deal could be worth billions to the companies involved.

It is unclear how the value of the JWCC contract will be compared to the $ 10 billion JEDI contract. The Pentagon is still assessing the amount of funding contracts, but expects that “a multi-billion dollar cap will be needed,” according to the Pentagon’s bid notice.

This is a very substantive contract, and its winner is in a good position to build a more permanent cloud system for the Pentagon in the future. Alan Pelz-SharpeFounder, Deep Analysis

“This is a very substantive contract, and the winner will be in a good position to build a more permanent cloud system for the Pentagon in the future,” he said.

Google makes that claim

According to the Pentagon’s bid notice, the federal government expects Amazon and Microsoft to receive two contracts. However, by sending invitations to Google and Oracle, we invite companies to meet their DOD needs and demonstrate their ability to receive contracts.

In a blog post written on November 11th, before receiving a formal invitation to submit a bid, Google Cloud CEO Thomas Kurian said that if invited, Google would “absolutely bid.”

“If selected as one of the compliant vendors, we will work with DOD to help modernize their operations,” he said.

Kurian said Google declined to bid on the original JEDI contract because its technology failed to meet the classification and technical requirements required for competition. In addition, the original JEDI contract was a single award. This means that some DOD projects may not be compatible with Google’s AI principles, Kurian said.

According to Krian, Google’s technology has matured to meet multiple government classification levels, so Google is ready to bid now. Kurian said the company also prefers a multi-vendor award approach for JWCC contracts. Kurian said Google wouldn’t have to undertake a project that contradicts that principle, as no single vendor is needed to complete all the projects contained in the JWCC contract. Google employees have previously protested the use of the company’s AI capabilities in war technology.

“Since the early years of Google, we have been proudly partnering with the US government,” Klean said. “We are also proud to serve the U.S. military, including rapid detection of cancer, detection of rust corrosion on Navy vessels, and improved air force aircraft maintenance. In the meantime, we are with me. According to the process we have implemented, the work is in line with our focus areas and the policies we have clarified. “

In fact, Peliz-Sharpe said Google won that position in the JWCC deal candidacy.

“Google has a hyperscale cloud infrastructure and has been expanding its footprint in the enterprise cloud computing market for some time, so it makes sense as a competitor,” he said.
