President Joe Biden signed the Federal Aviation Administration (FAA) Reauthorization Act of 2024 on May 16, injecting more than $105 billion into the agency over the next five years.

The bill, which passed after months of debate in the Senate, would expand the number of flights at Reagan National Airport to Washington, D.C., but it also includes several technology and workforce provisions that promise to bolster security and innovation in the federal aviation sector.

The House first passed an FAA reauthorization bill last July, two months before the agency's funding expired on Sept. 30, 2023.

The Senate first introduced the bill in June 2023 but was slow to act, only making it out of committee in February 2024. A fight over increasing service at a popular Washington, D.C. airport delayed passage in the Senate, and lawmakers enacted four stopgap measures to temporarily fund the FAA.

The 1,083-page bill, signed into law earlier this month, authorizes $17.8 billion for FAA facilities and equipment to fund key technology and systems modernization from fiscal year 2024 through fiscal year 2028 to ensure the resilience and advancement of the world's most complex airspace system.

For example, the bill seeks to reduce dangerous situations on runways by requiring the FAA to implement the latest airport surface situational awareness technology that tracks aircraft and vehicle movements on runways to prevent collisions, evaluate runway safety technologies, and increase the adoption of technology such as airport surface detection devices at airports.

The bill also helps protect aircraft electronics, including flight controls, from cybersecurity threats through new FAA requirements and a review of the FAA's current strategic framework for aviation security. The bill requires the FAA to complete the final phase of NextGen by December 31, 2025, and upgrade the National Air Space System with modern software and infrastructure.

The largest chunk of funding in the bill, $66.7 billion, goes to key safety programs, including hiring, training and retaining safety-critical personnel such as air traffic controllers and technical engineers. The FAA Reauthorization Act specifically aims to increase the representation of veterans and women in the FAA workforce.

The bill also authorizes approximately $1.6 billion over the next five years for FAA research, engineering, and development to ensure America remains competitive in the global race for innovative and sustainable aerospace technologies. This funding includes new research programs to ensure the continued modernization of the FAA's aviation information systems and studies how to most effectively introduce emerging technologies into the airspace.

Finally, the bill authorizes $738 million for the National Transportation Safety Board for fiscal years 2024 through 2028.
