Singapore, US to explore AI, other dual-use technologies in new defence innovation pact

SINGAPORE – Singapore and the United States have signed an agreement to further cooperate on defense innovation, including using artificial intelligence (AI) and autonomous systems to solve operational challenges.

The memorandum of understanding (MOU), signed May 31, will also see the two countries work to address ongoing security challenges, including developing counter-drone capabilities and technologies to enhance maritime security.

The Ministry of Defence said the MOU was signed by Singapore's Chief Defence Scientist Tan Peng Yam and Douglas Beck, director of the Defence Innovation Unit and senior adviser to the US Secretary of Defense, at the Shangri-La Hotel.

The signing was witnessed by U.S. Secretary of Defense Lloyd Austin and Defense Minister Ng Eng Hen. Austin is in Singapore to attend the 21st Shangri-La Dialogue Security Summit, which runs from May 31 to June 2.

“Emerging and dual-use technologies are evolving rapidly, and defense officials need to find ways to better leverage these commercial technologies at the right speed,” Dr Ng said.

This MOU marks an important step for Singapore and the United States in strengthening their respective defence ecosystems, particularly the commercial sector, and introducing innovative solutions to their armed forces.

Dual-use items are goods, software, or technology that can have both civilian and military uses.

Dr Ng and Mr Austin met ahead of the signing of the MoU and reaffirmed the two countries' mutually beneficial partnership and discussed ways to strengthen defence cooperation.

Dr Ng also expressed his gratitude for the US's long-standing support for the Singapore Air Force's training in the US, as well as access to US technology, including the Republic of Singapore Air Force's acquisition and operation of F-35 aircraft, first ordered in 2020.

The two then discussed geopolitical trends and regional security issues, and reaffirmed the importance of continued U.S. engagement in the Asia-Pacific region.

Austin also expressed gratitude for Singapore's consistent support for the U.S. military presence in the Asia-Pacific region, including hosting rotational deployments.

The two leaders also exchanged views on ways to build a strong, open, and inclusive regional architecture, and reaffirmed the United States' contribution to defense capacity building through the ASEAN Defense Ministers Plus.

Mr Austin called on Prime Minister Lawrence Wong in the morning, and reaffirmed the long-standing, excellent bilateral defence relationship between Singapore and the United States, and discussed ongoing defence initiatives between the two countries.

The two leaders also exchanged views on geopolitical trends and the regional security system, and reiterated their shared commitment to regional stability and prosperity.
