PHP-CGI Vulnerability on Windows Server

A critical vulnerability affecting the PHP-CGI service (identified as CVE-2024-4577) has been made public. The vulnerability has been assigned a CVSS 3.1 score of 9.8. It is important to note that there are multiple proofs of concept readily available online, and a number of exploits have already been reported.

This CVE-2024-4577 vulnerability has existed since 2012 and was inserted during the fix for CVE-2012-1823.

Technical details of the PHP-CDI vulnerability

CVE-2024-4577 allows attackers to remotely execute malicious commands on Windows servers hosting PHP systems via the PHP-CGI scripting engine. This vulnerability can be exploited even if PHP is not configured in CGI mode. The PHP-CGI module is embedded in IIS web servers and XAMPP servers.

Affected versions include:

1.x before 8.1.29, 2.x before 8.2.20, 3.x before 8.3.8, x through 8.0.x (older versions).

This vulnerability can be exploited by inserting a soft hyphen character in a URL, which is automatically converted to a hyphen by Windows' best-fit mapping, thus circumventing PHP sanitization and allowing code execution via the php.exe executable.

At this time, only Japanese and Chinese (Simplified and Traditional) Windows servers are known to be vulnerable; otherwise, the outcome is still unknown. However, exploitation attempts worldwide have already been reported.
