This partnership builds on Governor Hawkles' commitment to drive innovation, attract major employers and create high-paying 21st century jobs across New York State. As part of his FY25 budget, the Governor secured a $275 million investment in Empire AI, a consortium of seven founding institutions that will establish and launch a cutting-edge artificial intelligence computing center in Buffalo, positioning New York State at the forefront of AI research.

Governor Hochul also signed New York State's historic Green Chip Bill to advance semiconductor research, development and manufacturing in New York State and announced a $10 billion partnership to bring next-generation chip research to the NY CREATES Albany NanoTech Complex. Leveraging federal CHIPS and SCIENCE Act incentive opportunities with state funding, the Governor's efforts have unlocked historic investments from the semiconductor industry, including a $100 billion investment from Micron to build a world-class chip manufacturing facility and create 50,000 jobs in Central New York, as well as investments from GlobalFoundries, IBM, TTM Technologies and other semiconductor and supply chain companies.

Additionally, the Governor has continued to advance the $620 million Life Sciences Initiative to support innovation in biomedical research, and through strategic investments such as the $113.7 million Battery-NY Initiative, Governor Hockle has fostered the growth of sustainability, green technology and the energy storage economy in New York State.

The Governor’s Innovation Plan has spurred significant public and private investment to transform New York State’s economy and create the high-paying jobs of the future. GlobalFoundries recently announced it will invest $11.6 billion to expand its chip manufacturing campus in the New York Capital Region, creating 1,500 direct jobs and thousands of indirect jobs. In 2022, Micron announced it will invest $100 billion over 20 years to build a mega-fab campus in Central New York, which will create 50,000 new direct and indirect jobs and hundreds of millions of dollars in community benefits. The Governor’s Life Sciences Initiative helped solidify New York State’s selection for the $300 million Chan Zuckerberg Biohub New York, a biomedical research hub for New York City, and led to significant investments from Schrdinger, Inc., Deerfield Discovery and Development and other life sciences companies. Earlier this year, the National Science Foundation announced it would invest $160 million in Binghamton University's New Energy New York Storage Engine to create a hub for innovation, technology transfer and workforce development aimed at expanding capacity in the domestic battery industry.
