Federal Tech Leader Preaches Continuing Modernization – MeriTalk

This week, top technology officials at federal agencies touted the benefits of continuing technology modernization as an ongoing process, rather than approaching modernization as a completed effort after specific goals are met.

David Larimore, chief technology officer for the Department of Homeland Security (DHS), spoke about the need for a continuous modernization approach during a webinar hosted by Federal News Network on June 26.

“We operate with the understanding that what is innovative today will be traditional tomorrow,” Larimore said.

“The measure of innovation for us is the ability to continually modernize,” he continued. “So the ability to look at big problems and solve them in a way that allows us to continually innovate is the measure of success that we see today.”

Chezian Sivagnanam, chief architect and deputy director of architecture and design at the Federal Deposit Insurance Corporation (FDIC), argued that not all modernization efforts need to revolve around emerging technologies.

When innovation happens, people easily associate it with emerging technology, but that's not the case. [and] “It doesn't necessarily have to be emerging technology, it's about new ideas,” he said.

“To me, innovation is about getting great ideas from people, right? And then taking that idea and figuring out how to scale it and make sure it's applied at enterprise scale,” he added.

Department of Energy (DOE) Chief Information Officer Ann Dunkin stressed the need for more innovative ideas to help federal agencies continue to modernize.

“There are a lot of great ideas in government, right? It's not a matter of figuring out what you want to innovate on,” Dunkin said.

It's about freeing up all the ideas, giving people the opportunity to work on what they want to work on, and cutting out all the bureaucracy that gets in the way so they can do really cool things, she said.
