Google to require disclosure of digitally altered content in election ads

(Reuters) – Google said on Monday it would require advertisers to disclose election ads that use digitally altered depictions of real people or events, its latest step in combating election misinformation.

Updated disclosure requirements under the Political Content Policy will require marketers to select a checkbox in the “Altered or Synthetic Content” section of their campaign settings.

The rapid growth of generative AI, which can create text, images and videos in seconds in response to prompts, has raised concerns about its potential misuse.

The rise of deepfakes – content that has been convincingly manipulated to misrepresent someone – is further blurring the line between real and fake.

Google said it would include disclosures within ads in feeds and short videos on mobile phones, and in-stream on computers and TVs. For other formats, advertisers would be required to provide “prominent disclosures” that are visible to users.

Google said “acceptable disclosure language” varies depending on the context of the ad.

In April, during India's general elections, fake videos of two Bollywood actors criticizing Prime Minister Narendra Modi went viral. Both videos were generated by AI and urged voters to vote for the opposition Indian National Congress party.

Meanwhile, Sam Altman's OpenAI said in May it had disrupted five covert influence operations that used its AI models to “deceive” online and “attempt to manipulate public opinion or influence political outcomes.”

Meta Platforms said last year that it would require advertisers to disclose if AI or other digital tools are being used to alter or create political, social or election-related ads on Facebook and Instagram.
