Maryland's New State Innovation Program Child Poverty Goals

Maryland has launched the State Innovation Team, a group formed in partnership with Bloomberg Philanthropies tasked with testing new approaches to addressing child poverty.

Announced last week, the partnership will create a chief innovation officer position and a seven-person data team that will work across state agencies and departments to help address rising child poverty across the state.

Bloomberg Philanthropies announced the new program on Friday at the City Data Alliance Summit at Johns Hopkins University, which brought together mayors from around the world to discuss the power of artificial intelligence in local government.

“Root causes require innovative solutions, and this new partnership will help Marylanders find new and creative ways to continue my Administration's frontal attack on child poverty,” Maryland Governor Wes Moore said of the effort.

According to a 2022 report from the Maryland Department of Planning, one in eight children in the state, or about 12%, live in poverty. That same year, about 600,000 Marylanders were enrolled in the Supplemental Nutrition Assistance Program, of which 37% were under the age of 19. In 2023, 68% of the roughly 77,000 Marylanders who received one-time cash assistance were children.

Last year, Governor Moore signed the Fair Pay Act and the Families Thrive Act, which raised the minimum wage two years ahead of schedule, permanently extended the Earned Income Tax Credit and expanded the Child Tax Credit, providing nearly $200 million in anti-poverty and economic mobility support for Maryland.
