WASHINGTON, DC – The Biden-Harris Administration, through the U.S. Department of Commerce Economic Development Administration (EDA), will award approximately $41 million to Headwaters Hub, a consortium led by Accelerate Montana, to implement five projects that will strengthen the region's capacity to scale up the production and delivery of critical technologies that enable safe and effective autonomous systems.

In October 2023, the Headwaters Hub was selected as one of 31 designated tech hubs across the nation as part of Phase 1 of the New Tech Hubs Program, a flagship initiative aimed at advancing U.S. leadership in critical technologies and industries. The designation is a strong endorsement of the consortium's regional plans to strengthen each of its critical technology ecosystems and become global leaders over the next decade.

Today's announcement that the Commerce Department will invest $504 million in regional tech innovation hubs across the country will ensure that the benefits of the industries of the future, from artificial intelligence and clean energy to biotechnology, are shared with communities that have long been overlooked, including rural, tribal, industrial and disadvantaged communities,” said Vice President Kamala Harris. “These tech hubs will provide regions of the country with the resources and opportunities they need to lead in tomorrow's economy, while creating good-paying jobs for American workers.”

Now, thanks to the Tech Hub program, we're making that idea a reality, expanding America's innovation ecosystem and creating economic opportunity in new tech sectors across the country,” said U.S. Secretary of Commerce Gina Raimondo. “Thanks to President Biden's commitment to his Invest in America policy, Headwaters Hub and other Tech Hub awardees will play a key role in accelerating American leadership in the industries of the future while creating quality, family-sustaining 21st century jobs close to home.”

As one of 12 Tech Hub designated companies selected for delivery funding, Headwaters Hub will use the grant to support projects such as:

Support late-stage testing of technologies by building environmentally specific testbeds in rough terrain, precision agriculture, and road environments. Build a regional photonics sector by increasing opportunities for four-year degrees in related fields, training and deploying workers using a skills-based approach, and widening the on-ramp for Indigenous and regional students at any education level to access careers in the smart sensing industry. And establish and support structured pathways for strong engagement across our network by identifying best practices, tailoring courses, and building on successes and lessons learned to ensure projects stay on track and are mutually reinforcing.

Final grant amounts are expected to be confirmed in the coming months.

The Headwaters Hub aims to become a global leader in smart, autonomous photonic remote sensing technologies. The technology hub will leverage regional assets such as the concentration of photonics companies and the diverse geographic landscape of western Montana to integrate remote sensing systems with advances in embedded processors with built-in artificial intelligence and machine learning capabilities. In doing so, the consortium will seek to develop and deploy smart photonic sensing systems combined with autonomous systems to address critical defense, resource management, and disaster prevention needs. The Tech Hub Program was authorized by the bipartisan CHIPS and Science Act, a key part of President Biden's Invest in America policy, and was signed into law by the President in August 2022. The Act authorizes a $10 billion budget for the program over five years. To date, EDA has allocated $541 million to the program.
