The Biden-Harris Administration's Tech Hub Program will award approximately $40 million to New York's NY SMART I-Corridor Tech Hub to strengthen the region's capabilities as a global leader in end-to-end semiconductor manufacturing.

WASHINGTON, DC – The Biden-Harris Administration, through the U.S. Department of Commerce Economic Development Administration (EDA), announced it has awarded approximately $40 million to the NY SMART I-Corridor Tech Hub, a consortium led by New York’s CenterState Corporation for Economic Opportunity, to implement four projects that will strengthen the region’s capacity to expand the production and delivery of critical technologies that enable U.S. leadership in semiconductor manufacturing.

In October 2023, the NY SMART I-Corridor Tech Hub was selected as one of 31 designated Tech Hubs across the nation as part of Phase 1 of the new Tech Hubs Program, a flagship initiative aimed at advancing U.S. leadership in critical technologies and industries. The designation is a strong endorsement of the consortium's region's plan to strengthen its respective critical tech ecosystems and become global leaders over the next decade.

Today's announcement that the Commerce Department will invest $504 million in regional tech innovation hubs across the country will ensure that the benefits of the industries of the future, from artificial intelligence and clean energy to biotechnology, are shared with communities that have long been overlooked, including rural, tribal, industrial and disadvantaged communities,” said Vice President Kamala Harris. “These tech hubs will provide regions of the country with the resources and opportunities they need to lead in tomorrow's economy, while creating good-paying jobs for American workers.”

As one of 12 Tech Hub designated companies selected for implementation funding, the NY SMART I-Corridor Tech Hub will use the grant to support projects such as:

Establish a supply chain network that expands the capacity of existing and potential suppliers through expanded manufacturing support. Fill critical gaps in upskilling, hiring, and retention of primarily mid-skilled occupations in semiconductor-specific roles through workforce development programs. Increase access to the region's semiconductor R&D assets, foster collaboration among research institutions, and stimulate innovation and commercialization of new technologies in semiconductor manufacturing. Integrate consortium-wide strategic support across all components of the Tech Hub and provide targeted stakeholder engagement, industry engagement, equitable engagement, and administration of discretionary impact funds.

Final grant amounts are expected to be confirmed in the coming months.

The New York Semiconductor Manufacturing, Research and Technology Innovation Corridor (NY SMART I-Corridor Tech Hub) aims to ensure economic opportunity for underserved communities while strengthening the region's semiconductor manufacturing capabilities. The tech hub will align significant semiconductor manufacturing investments, adjacent supply chain assets, scientific capability coalitions, and partner coalitions across the region to establish an entrepreneurial and innovation ecosystem that provides career paths and employment opportunities for historically underserved communities. The NY SMART I-Corridor Tech Hub aims to change the trajectory of upstate New York through the formation of a world-leading semiconductor cluster that designs and delivers semiconductor solutions for the region, the nation, and the world. This effort leverages other recent investments in the region's advanced manufacturing ecosystem, including a 2022 EDA Build Back Better Regional Challenge award. This is a monumental win for the Buffalo, Rochester and Syracuse region as the first major Tech Hub award in the nation and will bring a massive $40 million in funding from my CHIPS & Science Law. “This major investment brings national attention from the federal government and confirms what I have known for years: America's semiconductor future stretches along the heart of upstate New York, along the I-90 corridor,” said New York Senator Chuck Schumer. “From the fields near Syracuse that will become Micron's massive megafab, to the cutting-edge research labs in Rochester, to the workers learning these manufacturing techniques in Buffalo, this award will help connect this region to seize this once-in-a-generation opportunity and establish upstate New York as the epicenter of the semiconductor industry in America.” I created the Tech Hub Competition with upstate New York in mind and worked hard to win this award. The Tech Hub Program was authorized by the bipartisan CHIPS and Science Act, a key part of President Biden's Invest in America policy, and was signed into law by the President in August 2022. The Act authorizes a $10 billion budget for the program over five years. To date, EDA has allocated $541 million to the program.
