Blue Origin and Stork Space Selected for U.S. Space Force's Small Satellite Mission Competition

WASHINGTON – The U.S. Space Force has added Blue Origin and Stork Space Technologies to the list of launch providers eligible to compete for short-duration small satellite missions under the Orbital Servicing Program-4 (OSP-4) contract.

OSP-4 is an indefinite-delivery/indefinite-quantity (IDIQ) contract, established by the Air Force in 2019 to capitalize on emerging commercial launch capabilities. IDIQ contracts provide an indefinite supply of supplies or services over a set time period, and the government orders them as needed.

The Space Force's Small Launch Division, based at Kirtland Air Force Base in Albuquerque, New Mexico, has ordered seven missions to date under the OSP-4 contract, totaling more than $190 million. The program focuses on missions with payloads of 400 pounds or more and requires providers to be ready for launch within 12 to 24 months of the task order being awarded. The overall IDIQ contract is capped at $986 million, through October 2028.

Blue Origin's selection for OSP-4 comes on the heels of being selected for the National Security Space Launch Phase 3 Lane 1 procurement, indicating the Space Force expects the company's New Glenn rocket to begin launching payloads within the next year.

New entrant Stork Space recently conducted the first hot-fire test of a reusable rocket engine and is targeting its first orbital test launch in 2025.

The addition of these emerging providers will sustain, stimulate and strengthen the small launch industrial base, giving the Space Force a diverse vendor pool in support of the nation's defense, Lt. Col. Steve Hendershot, who oversees small launch procurement for the Space Force, said in a news release July 3. “We are pleased to add Blue Origin and Stork Space as the newest providers on the OSP-4 contract.”

Hendershot emphasized that the small launch program complements the much larger national security space launch program, “providing access to a broad range of solutions that may not be available in other programs.”

Blue Origin and Stoke Space join 10 other launch providers on the OSP-4 contract: ABL Space Systems, Aevum, Astra, Firefly Aerospace, Northrop Grumman, Relativity Space, Rocket Lab, SpaceX, United Launch Alliance and X-Bow.
