Federal investment of $51 million into Tulsa's innovation economy

Tulsa: A $51 million federal investment will be used to help the Tulsa Tech Hub build on its reputation as a region leading innovation in autonomous systems.

According to the announcement, the Biden-Harris Administration and the U.S. Economic Development Administration will award approximately $51 million to the Tulsa Fair and Responsible Autonomy Hub, a consortium led by Tulsa Innovation Lab, to strengthen the region's autonomous systems capabilities through advanced manufacturing and deployment of technologies critical to the future of national and economic security.

Tulsa is one of 12 tech hubs to receive funding out of 31 regions designated last fall.

Consortium members say innovation in autonomous technologies across commercial and defense use cases is essential to the future of U.S. economic competitiveness and national security.

The Greater Tulsa region stands to gain from a slice of the $1.36 trillion global autonomous systems market and create more than 50,000 new jobs over the next decade.

According to a THETA release, the award will support six projects.

Increase alignment of commercialization strategies among universities and university-backed startups Create a state-of-the-art test and simulation environment with a focus on cyber and data management to help companies, researchers, and regulators address barriers to commercialization Develop a program to identify opportunities for manufacturers in a reliable and fair autonomous systems supply chain and build a manufacturing demonstration center where small and medium-sized enterprises can expand their capabilities Establish an AI Center of Excellence to increase exposure to the technology in underserved communities Expand workforce programs to align training with industry needs Create a governance structure to execute projects and pursue additional funding

Jennifer Hankins, managing director of the Tulsa Innovation Lab, said the challenge of the Tech Hub program is to encourage the region to demonstrate how it can operate on a global scale in the innovation economy.

“I think this moment really speaks to how we do it and really sets the course for how we plan to do it,” Hankins told the Journal-Record on Wednesday. “We're going to be working very closely with small and mid-sized manufacturers in the region that currently manufacture in other industries, like oil and gas, aerospace, and we're going to work with them to provide assistance so they can pivot into this new emerging industry and get into new markets as well.”

The Tulsa award is part of the EDA Tech Hub program, a historic $500 million investment in technologies critical to national security and U.S. economic competitiveness. The program called on the region to form a diverse coalition of partners. The consortium that joined the Tulsa Equitable and Trusted Autonomy Hub (THETA) proposal includes more than 75 partners from the public and private sectors.

Hankins said Oklahoma's innovation economy isn't about building new things from scratch, but about leveraging existing strengths and capabilities to grow into new areas.

THETA was co-led by a steering committee that includes Black Tech Street, Cherokee Nation Businesses, L3Harris Aeromet, Madison Strategies Group, NORDAM, Oklahoma State University, Osage LLC, PartnerTulsa, Radius Capital, the University of Tulsa, Tulsa Community College and the Tulsa Economic Development Corporation.

Cherokee Nation Business CEO Chuck Garrett said the project aligns with the Cherokee Nation's efforts to improve the lives of its residents and strengthen the local economy in northeast Oklahoma.

Gov. Kevin Stitt thanked organizations such as the Tulsa Innovation Lab, the George Kaiser Family Foundation and their partners for their efforts in making Oklahoma a leader in secure autonomous systems.

“These organizations and their partners are working with us to ensure our state's economic future, while also contributing to national security and enhancing Oklahoma's global competitiveness,” Stitt said in a statement.
