Manukau Bank DHB says earthquake-prone buildings will not be replaced until 2035-2040

Middlemore Hopsital’s Galbraith Building has been added to the National Register of Earthquake-Prone Buildings. But according to the Manukau District DHB, work on the replacement facility will only start sometime between 2035 and 2040.

Work to replace an earthquake-prone building at Middlemore Hospital could take more than 15 years, despite the fact that a potential public hazard was declared in 2018.

The Galbraith Building, located at 100 Hospital Rd, is home to the hospital’s maternity services and maternity unit.

But in 2018, an independent report found that the building was vulnerable to earthquakes, and it was estimated at the time that repairs would take two or three years to complete and cost $74 million.

DHB Chairman in Manukau, Mark Josh, said at the time that he would need to consider his options before making any decisions about the future of the building.

“The work enhancement will include a significant transfer of clinical services located at levels two through five, particularly two-year transfers to maternity wards, and labor and delivery unit assessments,” Josh said.

The property, which is over 50 years old, also has problems with asbestos and has since been added to the National Register of Earthquake-Prone Buildings.

A Manukau District Health spokeswoman said DHB decided to replace the building rather than repair it after taking into account changes in healthcare, the age of the facility, as well as the fact that it contained large amounts of asbestos.

They are working on the feasibility study for the project, but they have not been able to provide the expected estimated cost of development.

The Galbraith Building has been a thorn in the side of the Districts Manukau DHB for a long time, said Sarah Dalton, Executive Director of the Association of Salaried Medical Professionals.

She said that the fact that the building was not demolished and replaced until sometime between 2035 and 2040 came as no surprise.

Dalton said there is already a huge backlog of hospital projects across the country and that any new facility in Middlemore should join the waiting list.

“There is no capacity in our health system to maintain the dilapidated hospital infrastructure,” she said.

“Because we haven’t maintained them in an orderly fashion for decades, they are now disintegrating around us and coming back to bite us.”

Dalton said no doubt that DHB will have plans to deal with the loss of the Galbraith Building, but will have to juggle services and facilities.

She said DHB would also have to fight for a feasibility study for a new facility to replace the Galbraith Building approved by the Ministry of Health, which could take years.

Dalton said the Department of Health rarely funds with capital business projects what was originally presented in the feasibility study.

“It’s a brutal consent process,” she said.

Health commentator and former CEO of the Association of Salaried Medical Professionals, Ian Powell, said the time frame for replacing the Galbraith Building is unusual.

“But this is not surprising because of the very inefficient financing model that we have for major capital work in the health system.”

Powell said he doubts the facility that will replace the Galbraith Building will be operational before 2040.

He said that DHB often faces delays in obtaining approval from the Ministry of Health for such projects.

“The whole process of financing major capital businesses like this is weak,” he said.
