The federal government will help clean up 1,300 oil wells in Los Angeles

ANGELINO HEIGHTS, CA – Hollywood is perhaps the most famous industry in Los Angeles, but a century ago, it was the oil industry. In the 1920s, the city was home to thousands of wells that produced a quarter of the world’s oil.

“Los Angeles County has one of the highest concentrations of oil and gas wells of any city across the country, with some recent estimates indicating that 500,000 people in Los Angeles live within half a mile of the well,” said U.S. Secretary of the Interior Deb Haaland. Friday during a visit to Vista Hermosa Natural Park in Los Angeles, where two orphaned wells two blocks from the park still leak. “These wells have serious impacts on the health and well-being of society and the planet.”

Earlier in the day, Haaland joined Los Angeles Mayor Eric Garcetti, Los Angeles City Council members Jill Cedillo and Mitch O’Farrell and California Society member Wendy Carrillo to visit some orphaned wells in the area, which is preparing to receive millions in federal aid money for cleanup as part of an infrastructure package from Bipartisan, President Biden signed the law into law last month.

The law allocates $16 billion for investments in legacy pollution cleanup, including $4.7 billion to help states and tribes remediate orphaned well sites and $11.3 billion for abandoned mine lands and water reclamation projects in coal communities.

The Vista Hermosa Natural Park in Angeleno Heights is currently an idyllic, manicured park with great downtown views, but it was the site of the city’s first oil well. Before it opened in 2008, several wells had to be repaired.

However, two orphaned wells leaking methane were discovered in 2016. It took $1 million in government funding — the entire government budget for treating oil wells at the time — to fix the problem, according to Mayor Garcetti.

“Our past is not our future. I fully support the complete phase-out of oil drilling in Los Angeles. It’s long overdue,” said Garcetti, who announced a moratorium on oil wells in the city in April.

The two leaky wells within two blocks of Vista Hermosa Natural Park would cost $500,000 apiece to clean because they are too old, according to California oil and gas superintendent Uduak-Joe Ntuk. He said individual well cleanup costs vary from $15,000 to $500,000 for a job that includes removing reservoirs and pipelines and clearing the soil.

More than 5,000 wells in the state are eligible for new federal infrastructure funding, including 1,335 in Los Angeles, but California will have to compete with 30 other states that also have old pollution sites that need to be cleaned up.

Haaland acknowledged that the need exceeded the funding available but said that $4.7 billion would lead to “significant transformational investments that will create thousands of jobs”.

“I spent the day seeing firsthand how inherited pollution affects the people in the neighborhoods they live in. Kids who went down to play baseball next to oil pumping cranes and gas wells. Kids who grew up with bloody noses and lost the adults in their lives to cancer,” Halland said. We cannot ignore this inherited pollution.”
