Cattell Corner and Earthquake Springs: Missoula to Address South Hills Runoff Problems

The earthquakes that woke Missoula residents in the early morning hours of 2016 and again in the evening of 2020 opened new springs in the South Hills, which are now seeping into city streets and causing a wide range of problems.

But this week, Missoula City Council members approved a nearly $400,000 service agreement with WGM Group to capture water and divert it to the city’s storm water drainage system.

The project is one of three rainwater schemes set to deal with runoff and changing conditions resulting from growth and development – and sedimentation and earthquakes.

A few years ago, there was an earthquake, and several springs occurred on private property. “These springs have caused many problems,” said Adam Marsh, the city’s utility engineer. “The springs are constantly flowing on the right of the highway. During the winter months, the ice freezes, causing a public safety problem and causing damage to the road.”

To deal with springs, Marsh said the city will expand its stormwater drainage system and install additional storm intakes to collect water. This should keep it out of the way and divert it to the normal lines of the South Hills drainage system.

At the base of the southern foothills, the city is also planning to improve the conservation and biodiversity of Cattail Corner, a 3-acre wetland near Russell Street and 39th Street. The property is part of the city’s park system and is home to red-winged blackbirds, waterfowl, and raccoons.

But it also plays a role in the southern ridge’s rain drainage system, capturing and storing runoff from sloping terrain. The pool isn’t working as it should, Marsh said, and efforts will be made this summer to make improvements.

“Wetland biology is not particularly good at the moment. It is a monoculture of kittens and it is not a very good habitat,” Marsh said. “It has also seen a good amount of precipitation over the past 20 years. The pond lacks a great deal of ability to hold it originally.”

Marsh said the city plans to construct new dry wells around the perimeter of the pond to offset flows from the southern ridges, particularly those near 55th Street. The work will also remove some sediment and clumps from the pond itself to diversify habitats and increase retention.

A larger stormwater project approved by the city also includes work on 55th Street, which also has runoff problems.

“They are all interconnected,” Marsh said of the challenges. “The goal is to design and build it in 2022.”

Funding will come primarily from the US bailout, which is believed to be 10% from the city’s Stormwater Enterprise Fund. For now, at least, Marsh said, it would eliminate the need to create a special improvement area to cover costs.
