The city reported the damage in its 2019 “Risk of Concern” report, part of a broader effort by the Berkeley Fire Department to help the city prepare for natural disasters.

According to the report, “Tsunamis generally affect the Pacific coast of California, and reports of tsunamis entering San Francisco Bay are rare.” Tsunamis, or outbursts as they are called when they occur within a closed body of water, can also be generated within the bay by the Hayward fault. In December 2010, a few months before an earthquake and tsunami in Tohoku struck more than 25,000 people dead or missing along Japan’s northeastern coast, the California State Emergency Management Agency produced the first map of the tsunami inundation of the Gulf region. The map, designed to aid contingency planning, was based on current sea levels and land heights and showed how far inland seawater rise could go in a worst-case scenario.

This worst-case scenario was based on what happened on March 28, 1964, when a 9.2-magnitude earthquake killed 12 people in Anchorage, Alaska, and destroyed much of the downtown business district. Four hours later, according to the California Geological Survey (CGS), numerous sea waters up to 21 feet high swept into Crescent City, California, close to the Oregon border.

“For most of California, the greatest tsunami risk will result from another massive earthquake in the Aleutian Islands,” CGS said last year.

In March 2021, as part of a 10-year retrospective of the Japan earthquake and tsunami, the California Geological Survey, the California Governor’s Office of Emergency Services (Cal OES), and others released a new version of their tsunami risk map for three California states. judicial authorities. Fortunately for Bay Area residents, Alameda County was one of them. (Updates have been followed for other counties and this work is ongoing.)

The Geological Survey reports that the 2021 update, which was based on new data and better computer models, widened the tsunami hazard area in inner northwest Berkeley by four or five blocks, in some places as far as Sixth Street. “In the worst cases of a tsunami, large areas of Alameda, Oakland and Berkeley can be inundated by up to 18 feet.”

According to the map, the Berkeley danger zone extends to Fifth or Sixth Street from Delaware Avenue approximately to the Albany border. From Ashby Avenue through Delaware, the danger zone mostly follows the railroad tracks of Third Street, but near Ashby and University Street, the area extends a little further east.

Experts note that the country-created risk maps are based on limited data, which leads to a certain margin of error. But it’s still important, as the city works on disaster planning, to be aware of what could come one day.

According to those models, as with the Aleutian major earthquake scenario, the initial tsunami “would reach the Bay Area and Monterey in about five hours.” As it already was on January 15, it could take an hour for the National Tsunami Warning Center to issue a warning. Then local authorities need time to identify potential risks.

The bottom line, according to CGS, is to “move inland as quickly as possible” if you’re near the coast and “feel a strong jolt from a local earthquake or receive an official notice to evacuate.”
