The Wellington Central Library may not be demolished, but rat pushers can finally pay $ 200 million for the franchise hold.

On Wednesday, the Wellington City Council voted 1-14 in favor of a proposal indicating their preference is to strengthen and upgrade the earthquake-prone building, rather than tearing it down and rebuilding it.

All possible options, including full rebuilding, will go to public consultations before making a decision.

The council also voted on a new emergency operation that will be cut between six and nine months from the schedule.

Even under the new schedule, construction work will begin no later than July 2021 which means that the library, which was closed as an earthquake risk more than a year ago, will remain closed for years to come.

The Council will spend $ 2 million on a rapid process to start design work for three possible earthquake enhancement options.

The three options range from the base case at a cost of $ 90 million, the mid-level option at $ 150 million, and a highly flexible plan of $ 200 million. The third option is more expensive than some options for demolishing the building and rebuilding it.

The Council will make a final decision regarding the option to approve October, after seeking community advice.

Time will be saved by completing the design process at the same time as the general consultation process.

Mayor Andy Foster said that there was a great demand from the public for a speedy operation.

“We have received many passionate requests to reopen it. Our community just wants to go ahead with that, but the truth is we cannot reopen it as it is.”

A paper presented to the council last week indicated that the building could be demolished and rebuilt for $ 67 million less than the upscale $ 200 million reinforcement option.

The paper was widely criticized for being inaccurate and lacking details.

There were also questions about whether the demolition of the building would face a violent response from society and the courts.

Council members also rejected the slow schedule in the preliminary paper, which could have seen construction begin in May 2022.

This led Mayor Andy Foster to withdraw the paper from the Councils agenda on Wednesday morning, while more information was provided.

The Wellington library has been closed to the public since March 2019, after the engineers report raised safety concerns in the event of a major earthquake.
