Statement by Dr. Mike Ryan, Executive Director of World Health Insurance for the WHO Emergency Program at the Yemeni Conference on Promises

I am speaking today on behalf of the Director-General of the WHO, Dr Tedros, and Dr Ahmed Al Mandhari, the WHO Regional Director for the Eastern Mediterranean.
Excellencies, Distinguished Delegates, Ladies and Gentlemen, Salam Aleikum,
As we all know, Yemen is the most complex humanitarian operation in the world.
Indeed, when Dr. Al-Mandhari – who also participates in this event – visited Yemen last year, he saw parents desperate to seek help for their sick children; an elderly man died before his eyes as doctors tried to save him, and he met the son of a doctor who died of cholera while treating patients with the disease.
The situation has worsened since then. But in spite of everything, for the last five years the WHO and our partners have been standing with the people of Yemen.
When the world’s largest cholera epidemic hit, we reversed the disease cycle together, protecting more than 10 million people. When measles threatened, we vaccinated more than 12 million children together.
When severe acute malnutrition spread, WHO and our partner MED-COM supported 80% of all feeding centers, rescuing 91% of all children suffering from medical complications. And as more people face death and illness, the WHO and partners support 70% of all medical counseling in the country.
And we did it all thanks to your generous support.
But today, COVID-19 pushed Yemen over the edge, and many front-line health workers were frustrated and relaxed. In fact, a doctor at a Kuwaiti hospital in Sanaa recently said he was “exhausted by war and politics, exhausted by rumors and ignorance, and exhausted by greed and poverty.”
Yet, despite enormous limitations, this physician and other brave and dedicated individuals continue to serve their people on a daily basis.
And that will be done by WHO and our partners. We will continue to equip, upgrade and expand the number of isolation centers to 59 across the country. We will continue to establish and equip EOCs, train health workers and rapid response teams that will range from over 300 to over 900 response teams in the coming weeks. We will continue to educate communities and expand testing, while ensuring the continuity of other basic health services.
Just last week, through the supply chain platform COVID WHO and WFP transferred over 34,000 kilograms of drugs and medical supplies, including more than 6.5 tons of COVID-19 PPE and laboratory diagnostics to support the functional laboratories we supported for COVID diagnosis. This week we are preparing another round of over 7 tonnes of PPE and 18 tonnes of medicines to support Yemen.
And we will continue to do everything we can to serve the people of Yemen, even as the rage of COVID-19. But we need a massive mass of our COVID and non-COVID health surgeries to help some of the world’s most vulnerable populations.
Recognizing in a world where everyone is trying to respond to their health crisis is the challenge of maintaining critical support for others. But in this global crisis, we must recognize that there are communities and people who are in greater danger and even more vulnerable.
We will judge by how we serve those who have the least. We will judge by how we alleviate the suffering of those who suffer the most, and we will judge by how we help those who are powerless.
We need peace for health and if we have that peace, we can succeed with our partners to provide health for peace.
