After school fees fail, Bill is the next opportunity to protect Washington’s schools from earthquakes and tsunamis

An engineering assessment of the state found that more than 90% of schools surveyed could be earthquake-prone.

Olympia, Washington – A Washington bill proposing up to $525 million to strengthen the state’s schools against earthquakes is one step closer to success.

The legislation has already passed in the Senate and is now heading to the House of Representatives. If it were signed off by Governor Jay Inslee, he could change how the state pays for some of the school’s construction costs.

The issue of public schools’ preparation for earthquake-related effects has been amplified after the failure of a school bond tax to pass the North Beach School District in Grace Harbor County. This tax would have raised money through property taxes to replace a school and build two evacuation vertical buildings.

The 66-year-old Pacific Beach Elementary School tops the list of the most earthquake-prone schools in the state, according to a recent engineering assessment. It is located in the flood zone due to the tsunami caused by the earthquake in the coastal city.

The structures could have been built for two schools in Ocean Shores.

“I think the good thing that came out of the failed bond…I think a number of our lawmakers have woken up to the need,” said Andy Kelly, director of North Beach.

Kelly said he can understand the failure, as many voters in his area are poor or retired fixed-income retirees, while property values, especially in Ocean Shores, are relatively high.

“One of the things that came out, that came back from our community, is really the belief that the state should take a large part of the tsunami safety burden for school districts that are in tsunami zones,” Kelly said.

Kelly testified before the House Capital Budget Committee Friday morning.

Jim Buck is a former GOP legislator from Clamham County who has led earthquake preparations and resilience in his community. The school’s seismic safety drive was picked up after a government engineering assessment report.

Of the more than 500 school buildings assessed in the assessment, more than 90% are likely to be earthquake-prone.

“But there are still 3,900 schools in the state that need to study,” Buck said.

If the legislation is passed, he said, it is not clear how much of the budget will be allocated to help schools begin to fortify themselves against earthquakes and tsunamis.

“Somewhere between 46 and 525 million,” Buck said, while urging the legislature to adopt the higher figure.
