Hydraulic fracturing may return as companies look for ways to reduce earthquakes amid energy concerns

Although it produces domestic gas supplies, hydraulic fracturing is not popular with the public and has raised safety concerns about damage to buildings and water pollution.

But in an interview with the Daily Telegraph, Dr. Samuel, who left his post at the end of this year, suggested that the technology could return in the coming years.

“We’ve left the door open to the industry, and there’s an operator that wants to sort of advance the science, and try to understand if there’s a way that can be done without going beyond the boundaries of seismic events,” he said.

Ministers have not ruled out the possibility of more hydraulic fracturing in the future if they are presented with evidence that tremors can be minimized. However, they were careful to stress that they had no plans to lift the fracking moratorium, and that any new developments would take at least a decade.

Dr. Samuel, who previously managed shale gas extraction in the Marcellus Formation in the northeastern United States for BG Group, was skeptical that new methods of shake-free extraction could soon be developed.

“This is not easy geology, to understand the faults they cause without seismic resolution,” he said.

“From what we’ve seen in the geology and the tape to cross, it’s going to be very, very far away.”

Lawmakers questioned the decision to limit the tremors to 0.5 on the Richter scale – four times less than the limit in the United States. The OGA report found that, at worst, the tremors caused “minor non-structural” damage to buildings near the fracking site.

“We have ended support for hydraulic fracturing because it is not currently possible to accurately predict the probability and intensity of seismicity associated with the operation,” a British government source said.

“Our position remains that hydraulic fracturing will not be allowed to proceed unless new scientific evidence of its safety is presented.”

Dr Samuel’s intervention comes after MPs urged the government to reconsider its effective ban, and called for a reversal of the OGA’s order to fill two Quadrilla-run sites in Lancashire with concrete.

“At a time of such geopolitical conflict, we cannot refrain from actions that will improve the position of the UK and its allies,” 34 Conservative MPs and their peers said in a letter to Boris Johnson on Sunday.

Although the UK imports less than five percent of its gas from Russia, the European Union receives about 40 percent of the country, leaving it vulnerable to Vladimir Putin’s pipeline shutdown.

Weaning the continent off the show

Dr. Samuel suggested that the UK could export more North Sea oil and gas to Europe in an attempt to wean the continent off Russian supplies.

“In terms of strict security of supply, I think what we can say is that [North Sea fossil fuels] I give options,” he said.

“I think one needs to think of Europe as kind of a complete gas market, and I think the more options Europe has, the better, especially given geopolitics.”

The OGA also called on companies to support the government’s commitment to reach net zero by 2050.

“Personally, I am very concerned about the climate emergency,” said Dr. Samuel, adding that companies “could do more to gain confidence in their own license to operate.”

“At the moment, it is no secret that a number of operators are making very good profits,” he said.

“I expect they are showing a real commitment to reinvesting in oil and gas projects.”
