Japan on Friday marked the 11th anniversary of the earthquake and tsunami that devastated its northeastern region in 2011, and evacuation orders are expected to be lifted in more areas affected by the Fukushima nuclear crisis later this year.

The worst natural disaster in the country’s post-war history left more than 15,000 people dead after the 9.0-magnitude earthquake and ensuing tsunami caused widespread damage and led to the meltdowns at the Fukushima Daiichi nuclear complex.

Infrastructure in the severely affected areas has been rebuilt, but about 38,000 people are still displaced by the world’s worst nuclear accident since the 1986 Chernobyl disaster.

Residents of hard-hit Fukushima, Iwate and Miyagi prefectures held a minute of silence at 2:46 p.m., when the massive earthquake struck the area more than a decade ago and prayed for those who lost their lives.

Since the central government can no longer host a memorial service, municipalities in the affected northeastern regions of the Tohoku region have their counties on a smaller scale, with Prime Minister Fumio Kishida attending a ceremony in Fukushima City.

“We will do our best to rebuild Tohoku,” Kishida said at a party attended by about 200 people. “We will promote the building of a nation resilient to disasters by constantly reviewing measures to prevent and mitigate disaster damage and protect people’s lives.”

According to the latest data from the National Police Agency, the death toll stands at 15,900 people and 2523 people are still missing, mostly in the three heavily devastated provinces. Related deaths, such as those from illness or stress-related suicides linked to the disaster, totaled 3,784 as of September last year, according to the Reconstruction Agency.

“We have renewed our resolve to remain committed to a bottom-up approach,” Reconstruction Minister Kusaburo Nishim told reporters in Tokyo. “We will work with the determination that there will be no revival of Japan without the reconstruction of Tohoku.”

There is still a restricted area near the Fukushima plant where the decommissioning work is scheduled to continue until sometime between 2041 and 2051.

Fukushima Prefecture is still grappling with the effects of nuclear pollution as radioactive water from the cooling of broken reactors containing melted nuclear fuel accumulates. The government’s release of treated water into the sea is set to begin in the spring of 2023, raising concerns in neighboring countries as well as among local residents.

Evacuation orders are set to be lifted in Fukushima this spring in parts of the areas currently classified as no-go zones due to radiation, but whether residents will return remains uncertain.

In Futaba, where all residents were ordered to evacuate, some began staying overnight in their homes before the eviction order was lifted around June.

“I’m disappointed that people don’t come back here,” said Yasushi Hosuzawa, 77, who was staying at his home in the city. “So much for recovery, even after 11 years.”

In Rikuzentakata in tsunami-ravaged Iwate, bereaved families visited a stone memorial that was unveiled to the public with the names of 1,709 victims.

At the site where the Otsuchi town office in Iwate was built, bereaved families and city officials offered flowers to pray for the 40 victims, including the then mayor and several officials.

“My job is to pass on the lesson of the loss of precious lives to the next generation,” said Mayor Kozo Hirano.

Meanwhile, police in the disaster-stricken area have conducted searches in coastal areas of Fukushima and Iwate prefectures, looking for any sign of the remains of those who were swept away by the tsunami.
