Frockt’s infrastructure bill passes unanimously, heads to Inslee | News

Olympia, wash. –

The Washington State Senate unanimously approved SB 5651 today to invest $1.5 billion in priority infrastructure for the state, including historic funding, and seismic safety for schools and homeless homes.

The bill allocates $440 million in grants and loans for affordable housing, including $300 million for express housing. An additional $98 million to stabilize a behavioral health crisis.

“More than a third of this 1.5 billion budget is earmarked for building facilities to address the homelessness, mental health, and substance abuse crises that affect us in Seattle and across the state,” said Senator David Frucket (D-Seattle). “During our two-year budget cycle, we will have invested more than $1 billion in these areas.”

The bill also allocates $100 million to improve schools in high-seismic and tsunami-hit areas. The Department of Natural Resources reported in 2021 that hundreds of Washington schools would face severe damage in the event of an earthquake or tsunami. The $100 million will improve seismic retrofitting for schools.

“Providing safe places for children to learn is one of the most serious responsibilities of the state,” Fruckett said. “The risk of an earthquake or tsunami may appear small in any given place and time, but multiplied by all communities in potentially geologically active areas throughout our state, this problem is urgent.”

The state’s environmental health will allocate $251 million. Funds may improve water quality, recreation, conservation, and local projects.

The bill is now waiting for Inslee to consider.
