One of Christchurch’s busiest suburban libraries will be closed for 18 months to allow for earthquake repairs.

The South Library in Beckenham was damaged in the 2011 earthquakes, and while temporary reinforcement work was carried out the following year, long-term repairs were not yet completed.

The work, approved by Christchurch City Council in 2016, is planned for 2018 once the Central Library in Thuringia opens, but the council has delayed the project until after the opening of the new $36 million Hornby Library, service center and pool facility early next year.

Council President of Library and Information Carolyn Robertson said a decision on when to begin earthquake repairs had not yet been made.

Work has been postponed to ensure that another facility is available within the library’s network.

Robertson said that while the Southern Library was damaged in earthquakes, it is safe to occupy and has remained a popular and well-used community center.

It is the third busiest library in the suburbs, after Fendalton and Shirley, with 4,552 visitors per week. Among the council’s suburban libraries, it has the largest number of items released this fiscal year, with 8,918 each week.

Robertson estimated that the work would likely take 18 months, but that this would not be confirmed until the scope and cost of the repairs had been completed.

The board budgeted $12.6 million for the work, $4 million more than it planned to spend when the reform was approved in 2016. At the time, the work was expected to cost $8.6 million and take 10 to 12 months.

The South Library Library and Beckenham Service Center were built by Warren and Mahoney in 2003 at a cost of $6 million.

Southern Library repairs will begin after the opening of a new library, service center and swimming pool in Hornby.

Robertson said temporary library facilities could be set up, but that the board would assess the need sooner.

She said Southern Library staff will work from other library locations while they work.

Groups that meet regularly at the library will either need to move to a library or other location, or they can use the temporary facility if one is created.

The South is the last library in the Council’s network to undergo earthquake repairs.

In July 2012 it was closed after a detailed engineering evaluation showed the building to have a seismic capacity between 10 and 20 percent of the new building standard. It reopened in December of that year after being hardened while long-term options were considered.
