Puerto Rico outlines a $3.7 billion plan to rebuild educational infrastructure
The Puerto Rican government has published guidelines for a $3.7 billion plan aimed at rebuilding damaged educational infrastructure on the island.
The document, released at the end of March, details plans to improve school infrastructure across the country after a series of natural disasters, including hurricanes, floods and earthquakes, left many facilities in precarious conditions.
Much of the existing school infrastructure “can no longer meet the educational needs of students and communities, and is also unable to withstand the severe meteorological conditions affecting the island,” the document said.
Nearly 62% (US$2.3 billion) of the US$3.7 billion shown for the island was allocated by the US Federal Emergency Management Agency to help US territory recover from hurricane damage in 2017, with about US$262 million also provided from the agency. Federal Emergency Management (FEMA). After the island was subjected to earthquakes.
About 16% of the total funds (US$589 million) are provided by the Restart Fund, the goal of which is to reform educational infrastructure, while 8% (US$276 million) comes from ARP legislation, 5% (193 US$1 million) from a local government school renovation plan and 3% (US$100 million) from an earthquake risk mitigation program.
However, according to Puerto Rico’s administration, most of the funds provided have not yet been released, hindering the start-up of the business. The goal is to solve this problem with the intervention of local authorities and papers.
The full $3.7 billion plan includes providing each school with power generators, water tanks and other precautions against natural disasters, doubling the number of facilities and generally modernizing educational facilities.
The money will also help establish a flight school and three agricultural colleges, and the government is also planning to increase the number of bilingual (English-Spanish) schools to at least one per district.
The Ministry of Education will also add 100 primary schools that use the Montessori education system.
