Mayor Rachel Reese revealed at the council meeting that staff had known the earthquake threat to Civic House for weeks before notifying elected members.

Council staff have known about the earthquake-prone condition of Civic House for at least a month and elected members were not informed until last week, and the CEO is not expected to answer questions from Council members until next week

Nelson City Council staff have known since April that parts of the council building were only 20% of the new building standard, but only elected members were told last week.

At Thursday’s meeting, held on Zoom where the council rooms themselves were part of a building deemed too precarious to occupy, Nelson Mayor Rachel Reese said councilors needed to be able to “understand why there are no people using the building.” He advised … either on the spot or in preparation for it.”

“One of the questions that has to be asked very quickly is really the gap in the time frame, because as I understand it, the notices have been sent to MBIE [the Ministry of Business, Innovation and Employment] In March and April.

“I just want to say we just need to understand this, I have no reason to believe that our construction department has done anything other than exactly what they should be doing with their notification processes so please don’t read that into my comment, but we will need to understand it And I know that’s something the CEO also wants to understand.”

She said the issue will be discussed at a committee meeting next week to give Board CEO Pat Dougherty “time to get answers to some of our questions.”

She said Dougherty sent a letter to elected members and council staff on Wednesday to say the building did not have to close, highlighting estimates of potential earthquake strength for different parts of the building based on roof tiles, and that he was asking for more advice and risk assessments in those areas.

“We have quite a few questions already regarding how we got here, but the focus at the moment is making sure the building itself and the people who work in it and the people who visit it are properly provisioned so that was the focus this week,”

Reese said she did not want to have a “question-and-answer” session during Thursday’s board meeting, but allowed Chancellor Gael Noonan to ask why the delay in passing advice to elected members, though she said she was happy to wait until the Audit and Financial Risk Committee to hear the answer.

The advisors were in the council rooms last week, but returned to Zoom on Thursday. Mayor Rachel Reese said she needs to “understand” the delay between staff learning about earthquake hazards and council members being informed.

Dougherty said there are notices informing the public of earthquake danger at all entrances to the building, and he assured that he will answer all questions in a timely manner.

In terms of risk assessment, he said, one area that was particularly focused was the foyer outside the council rooms.

“This is a priority – getting councilors back into the building.”

Council members were in the building for last week’s council meeting as the council eased COVID-19 restrictions, but they were again on Zoom for the meeting on Thursday.
