Nelson Civic House described as earthquake prone

Nelson City Council has announced that two earthquake-prone building notices have been applied to his Civic House home.

The council was notified last Thursday by the Department of Business, Innovation and Employment of two hazards that had been identified in the building, including a tower block roof reinforcement that was deemed “high risk”, while roof tiles throughout various parts of the Civic House turned out It does not meet New Building Standards (NBS).

Rachel Reese, Mayor of Nelson, spoke about the earthquake notices at the start of Thursday’s full board meeting, which, due to the notices, had to be held via Zoom.

“We’re going to have more questions about how we got here,” Reese said.

Reese inquired about the time frame in which the Board was informed of the notifications and associated risks.

“As I understand it, the notice with the department was supposed to be in April and we need to understand why the people using the building were not informed of that either immediately or in preparation for this process,” she said.

Council employees were moved from the sixth floor of the building for their safety.

The council carried out support work in 2021 to install the suspension wires and add brackets to the interior sections of the 39-year-old building.

The building is classified as earthquake prone once it is discovered that it is less than 34 percent NBS. For parts of Civic House, a third-party report commissioned by the council found that some roof tiles were rated less than 10 percent by NBS.

The board’s chief executive, Pat Dougherty, said the board’s focus has been on employees and their well-being.

“It is all about safety and risk management. In the case of the roof tiles, the initial safety assessment found no reason to vacate the building immediately, but that assessment now needs an external review and this will be done quickly,” he said.

Elected members will have the opportunity to question the risks and processes of these findings at the next meeting of the Audit, Risk and Finance Subcommittee scheduled for May 24.
