County to participate in Cascadia Rising exercise | News
This week, residents of Lincoln County will have the opportunity to simulate and prepare for a potential worst-case scenario for many coastal residents: the expected Cascadia subduction earthquake and subsequent tidal waves, often referred to as “the largest.”
Most of the county is set to participate in a local adaptation of FEMA’s week-long Cascadia Rising exercise, which will simulate the first seven days after a 9.0-magnitude earthquake with exercises and activities throughout the week starting at 9 a.m. Thursday, June 8. It continues until June 16.
FEMA announced this year’s exercise in 2019 as a continuation of the first statewide exercise on the catastrophic 2016 earthquake, the Great Oregon Shakeout, which saw participation from all levels of government. This year’s exercise will focus on communications, field operations, and what residents can do at home during emergencies.
An expected casualty report published by the Oregon Health Authority in May 2021 predicts that “the Big” will kill about 1,000 people in Lincoln County alone when the Guan Foca Plate slides under the North American plate and causes an 8 to 9 magnitude earthquake inland. “The more we train, the better prepared we will be and the better we can perform during an emergency or disaster,” said Jess Palma, assistant emergency manager for the emergency management team at the Lincoln County Sheriff’s Office. “This is also a great opportunity for the public to check their personal inventory to see what supplies they might need or plans they might need to update. On the government and respondent side, this gives us a chance to practice, see what works and make improvements.”
A week of workouts and exercises
The first part of this year’s Cascadia Rising exercise is a “drop, cover, hold” exercise at 9 a.m. July 9, in which participants are directed to shelter in an occupied building for four minutes before evacuation. Those who cannot participate at that time are encouraged to find another time to practice within the 24-hour period.
After the exercise, participants are asked to check to see if they have emergency kits fitted in their vehicles, as well as to make sure they have shelter supplies at home, commuting bags, and work tool kits ready. Companies are being asked to take the time to calculate the total number of employees they have and how they will proceed to evacuate their premises during this emergency.
County residents can also expect to test the Lincoln Alerts system sometime between 9 a.m. and 1 p.m. on June 9. The message will be the standard annual test message and asks residents to make sure they sign up to receive alerts and download Lincoln. Apply early alerts. Participating residents are asked to confirm alert messages upon their arrival and to complete a questionnaire thereafter to provide feedback.
On Saturday, June 11, Community Emergency Response Team chapters across the county will conduct activities and workshops to help prepare themselves and residents for the emergency. From 9 a.m. to noon, each class will conduct a “neighborhood simulation” exercise to follow up on the initial “damage” assessment of a large-scale disaster like “Big One” and how to summarize and relay the information collected to the Lincoln County Emergency Operations Center using amateur radio. The information conveyed during the exercises will include the condition of degraded roads, infrastructure failures, fires and civil disturbances.
Throughout the week, the Auxiliary Communications Service will conduct exercises to relay information between groups of public safety volunteers to city and tribal emergency operations centers and the state emergency coordination center. Medical Reserve Corps members will set up basic first aid posts, conduct fragile medical shelter operations and simulate the treatment of new evacuees from the phantom earthquake. American Red Cross volunteers will also work with Corps volunteers on the same site as group care and shelter services and simulate the treatment of evacuees to the shelter.
Lincoln County Emergency Management and its volunteers will work with the Lincoln County Police Office at the county emergency operations center throughout the week as support staff. An open house is scheduled to open from 11 a.m. to 2 p.m. June 13 at the Operations Center at the Lincoln County Fairgrounds.
