Dutch minister says seismic gas field is ‘last resort’

A Dutch minister said, on Tuesday, that exploration in the Groningen gas field, which was destroyed by a series of earthquakes, should be a “last resort”, after a government advisory body suggested using the field to help fill gas storages.

Countries across Europe are racing to stockpile gas in the event Russia halts supplies in response to Western sanctions over its invasion of Ukraine.

The Board of Mines, an independent advisory body, said in a letter to the Dutch government that its current target of filling gas storages to 80% is not enough.

“The goal should be to fill the warehouses to the maximum, not to the European minimum,” she said.

“Using the Groningen field to fill bunkers and as an emergency measure, in the eyes of the Board of Mines, is a real option to be considered and prepared.”

However, Hans Felgebrev, junior minister for economic affairs, said that idea was not realistic given that other advisory bodies had pointed out the threat posed by earthquakes to human health.

“If Mr. Putin shuts down the whole of Europe from gas, we would be in a different situation, and a dangerous situation could arise” from acute material shortages, he said. Then there will be other considerations. But Groningen is the last resort.”

Production from Groningen, Europe’s largest gas field, is set to cease by 2023.

About 6 billion cubic meters of gas used in the Netherlands, or 15% of the gas consumed, came from Russia in 2021.

The government is counting on additional LNG imports, imports from Norway, and a national energy-saving drive to replace Russian gas by the end of the year.

On June 3, Energy Minister Rob Getten said Dutch gas consumption was 33% lower in 2022 than the previous year, citing data from network operator Gasunie.

On May 19, the government published plans for Groningen to produce 4.5 billion cubic meters of gas in the year to October, and published no plans for the following year.

On May 27, Jetten announced a support scheme to encourage filling Dutch storage facilities to meet the 80% threshold by October. They are currently 42%.

On May 30, Dutch gas company Gastera said Gazprom had halted gas deliveries after it refused Russian demands to pay it in rubles. GasTerra expected to receive two billion cubic meters of gas from Gazprom in the May-October period.
