There is no open space in Accra to house people in times of earthquake – NADMO Boss

Eric Nana Agyemang Prembe, Director General of the National Disaster Management Organization (NADMO), says Accra is depleting of open space, which is much needed to erect temporary tents and other structures as shelters in times of earthquake.

He said that although most of the playgrounds in Accra, especially for public schools, have been converted into astro-turf and in some cases with buildings.

Speaking at a media briefing ahead of a four-day earthquake simulation exercise in the Greater Volta and Accra regions to test the country’s readiness during the devastating earthquake, Mr. Agyemang Prembe said the open spaces were places where people would run to or converge. In times of emergency he appealed to the Ministry of Education to stop the practice of making such grounds unavailable for public use.

“I would also like to appeal to the urban, municipal and county councils to take a critical look at protecting the few remaining open spaces and try to create new spaces not only in Accra but across the country,” he said, urging the Land Use and Planning Authority (LUSPA) to support MMDAs in this effort.

He said that the vulnerability of Accra, Tema and neighboring regions to devastating earthquakes could not be stressed, and called on the two bodies to persuade the traditional authorities to reserve spaces for the public good when demarcating land boundaries for human settlements.

The simulation exercise is being conducted in collaboration with sister security agencies and the North Dakota National Guard of the United States of America with funding from the Government of the United States of America, through its embassy in Accra.

In 2018, emergency response agencies and other relevant institutions in disaster management successfully conducted a large-scale simulated earthquake in Accra.

The exercise tested the readiness and capabilities of the national response.

The NADMO chief said the result revealed a good coordination system, warm interagency cooperation and a remarkably high level of professionalism.

However, he said that the identified vulnerabilities were noted and efforts were made to address them.

Major Jarrod Simic of the US Embassy’s Office of Security Cooperation noted that current disasters around the world were a wake-up call to all nations and reiterated the need for all hands on board to prepare effectively for any future emergencies.

He said the relationship between NADMO and his office dates back 15 years, and he hoped for a longer bilateral friendship.

North Dakota’s Assistant General and Director of Emergency Service, Major General Dorman, said all responding agencies must be prepared for all emergencies.

The team will conduct simulation exercises at Tema Fishing Habour, Kpando, and Trade Fair Center, La.
