[California State Assembly] No shortage of disasters: What is close?

As a “Golden State”, the state of California is famous for its sunny weather, beaches, deserts, forests, mountains and abundant natural resources. However, our diverse climate and rugged beauty can turn against us. California residents must live with the question of when, if not, the next natural disaster will strike. Knowing our region is ready for earthquakes, floods, droughts and fires, are we ready?

The California fires season in California has come again. Just recently, the most recent forest fire was noticeable: one in the Sepulveda Corridor. The other in the province of Mendocino.

In 2017 and 2018, California experienced the biggest fires in its history, when it met, which burned more than 3 million acres, destroyed 32,700 buildings, and cost an unprecedented $ 40 billion in counting.

In his current revised budget, California Governor Gavin Newsome has proposed millions of cuts to fire preparation and prevention programs. But this is the hard truth: forest fires will not take a break during COVID-19 and the resulting economic crisis.

Despite the epidemic, tense budget, social unrest, increased unemployment and homelessness, we cannot cope with preparedness for natural disasters.

Then there’s California’s most famous challenge: earthquakes.

In recent years, the legislature has struggled to introduce earthquake resistance measures into law, although we have made some significant investments.

In the previous two budgets, we allocated more than $ 116 million to the California Disaster Assistance Act, a program run by the California Office of Emergency Services that provides financial assistance to local governments to repair or replace disaster-affected property.

This year, despite our budget challenges, we are earmarking $ 17.3 million for the California earthquake early warning system. While these are good and decisive investments, I must ask, are they sufficient? All this money, as currently allocated, is unlikely to help communities during a major earthquake, which could cause billions of dollars in damage to infrastructure and the local economy.

When COVID-19 first started raging through our communities, taking lives, destroying nursing homes and ruining our economy, we stopped moving quickly and with unprecedented determination.

Fortunately, in 2020 California started with a historically high “rainy day” fund, which together with our long-term contingency plans helped us mitigate some of the effects of the crisis.

But we also know from our troubled hospitals, our economically destroyed residents and companies that we could have prepared better.

This week, due to the economic devastation caused by COVID-19, we had to cut spending dramatically to achieve a balanced budget. It is very painful that the budget is cut down on the time that people need our help the most.

To be truly resilient in the face of future disasters, we must focus on making our social safety nets not only well funded, but also effective. We should take a closer look at how quickly public agencies such as the Department of Employment Development swept through COVID-19, and how they continued to struggle to meet critical needs. We must demand the state to reform structural issues within all its departments and social service agencies so that it can operate during any disaster.

We have seen what happens when a disaster strikes in an economy in which many people struggle to survive on pay. Unless we take important steps to lift more California families out of poverty, we will never have a truly resilient economy, and we can struggle again after the next disaster.

There is no shortage of threats in California: climate change, earthquake, floods, and droughts. However, the guideline for all these scenarios should be the same; Preparing today will ease suffering in the future.

We are at an educable moment. We have to realize that every dollar we invest in flexibility and willingness is a well spent dollar. This should be our motto as we allocate budget for California today and California for the future.
