Victims of the Al-Abra earthquake receive aid from the Ministry of Social Development

The Department of Social Welfare and Development (DSWD) introduced the Emergency Cash Transfer (ECT) program to help people in Abra who were badly affected by the 7.0 earthquake in July.

ECT promotes early recovery for local markets while also assisting in the rapid rehabilitation of disaster-affected people, particularly those whose homes have been damaged.

Abra Governor Dominic Valera said DSWD Secretary Erwin Tolvo was the first official from the national government to arrive in Abra after the earthquake and provide assistance.

The Undersecretary of the Ministry of Social Development in Dubai, Vilma Cabrera, upon reading the letter from Secretary Tolvo, said DSWD was ready to help Abra out of the devastation.

“You can rest assured that the national government, in coordination with the local government, partner organizations and other agencies, will continue to assist you in your recovery,” Cabrera said.

The ECT program, which will be implemented in 27 municipalities of the governorate, is being introduced for the first time in the Abra governorate.

Poor families included in the DSWD Listahanan poverty database and not receiving assistance from the Pantawid Pamilyang Pilipino (4Ps) are eligible beneficiaries, as are those who live in geographically isolated and disadvantaged areas, have members of the vulnerable sector, have lost family members in the earthquake and have homes damaged .

The ECT program will provide benefits to 23,415 families in Abra and the Mountain District at a total cost of 214,579,350 pesos.

Families whose homes have been partially destroyed will receive cash assistance equal to 75 percent of the regional minimum daily wage rate, P280 for 30 days, or 8,550 pesos.

Families whose homes are completely destroyed will receive P25,650 or P280 for 90 days.
