BAGUYO CITY, Benguet, Philippines – A powerful earthquake that struck Abra Province late Tuesday night injured at least 68 people and again destroyed cultural structures, similar to the impact of the magnitude 7 earthquake that struck northern Luzon three months ago.

The Philippine Institute of Volcanology and Seismology said Wednesday that the quake at 10:59 p.m. Tuesday initially had a magnitude of 6.7 on the Richter scale but that reading was later revised and tied to a magnitude of 6.4. The epicenter was located 33 km northwest of Lagayan town.

President Ferdinand Marcos Jr on Wednesday confirmed that there is enough food and shelter for the people affected by the earthquake, which was also felt in Ilocos provinces and parts of the Cordillera and Cagayan Valley regions.

“We do not have a critical problem when it comes to food. Perhaps, shelter – this is the most important part of the relief that we must now provide to the people affected by the earthquake last night,” the president told reporters on the sidelines of the 2022 National Information Summit at the Manila Hotel.

Citing reports he received, Marcus said the affected families are asking for tents as they fear for their safety due to possible aftershocks.

Preliminary reports showed that about 100 homes in Ipra and Ilocos Norte were damaged by the quake.

Assistant Foreign Minister Bernardo Raffaeleto Alejandro IV, spokesperson for the National Disaster Risk Reduction and Management Council (NDRRMC), said 466 aftershocks had been recorded as of Wednesday afternoon, and only residents in the affected areas were felt.

In Ilocos Norte, Governor Matthew Marcus Manutoc said reports to the county government showed that at least 38 residents were injured after being hit by debris while the ground was shaking.

Later in the afternoon, the county government updated the number to 63 infected residents.

At least five people were injured, including two children, in the villages of Bulut and Kolago in Lajian, the health ministry in Abra said.

But the Abra County government reported six infections, three of which were recorded in the towns of San Juan, Dagoman and San Quentin. No further details were available at the time of this news release.

Ilocos Norte is currently in a state of disaster as it has not yet recovered from the impact of Cyclone Nining (international name: Nesat) that hit the province on October 16.

Manotok said he would ask the county council to declare another state of disaster due to the earthquake.

In Abra, the earthquake also damaged buildings, including 58 schools, town halls and the Church of Our Lady of Peace.

Abra Governor Dominic Valera suspended school and work across the county in anticipation of aftershocks that continued Wednesday afternoon.

Tuesday’s earthquake caused “further damage” to cultural property in Vigan, Acting Mayor Randy Singson said, citing an initial assessment from the city’s DRM.

The 27 July earthquake, also centered in Abra, damaged important cultural properties and ancestral homes, including a 16th-century cathedral in the heart of Vigan’s Heritage District and an old watchtower in the neighboring town of Pantai.

The city government said government buildings would be closed until further notice to pave the way for a “comprehensive structural integrity assessment” of the city’s public infrastructure.

In a separate executive order on Wednesday, Ilocos Sur Governor Jeremias Singson said private foundations in the county can resume operations provided their buildings are “duly certified as physically suitable for business activities” by local engineering offices.

In Ilocos Norte, authorities have also made an assessment of cultural properties, including the famous Sinking Bell Tower in Laoag, which was also damaged during the July earthquake.

Laoag Mayor Michael Keon, who led the inspection on Wednesday, said the tower had suffered “further damage” from Tuesday’s earthquake.

“The retrofit must be done as quickly as possible,” he said, as he pledged to preserve the tower, which he described as a “symbol” of the city.

“The two earthquakes have weakened the structure of the tower,” Keon added.

Also in Ilocos Norte, Sta centuries ago. Monica’s parish church in the town of Surat was also damaged, with bricks falling from inside the church and its bell.

The Philippine Civil Aviation Authority said there was no damage at Laoag International Airport, but that flight operations would remain suspended until Thursday.

The Ministry of Energy stated that the earthquake cut off electricity supplies in Abra and neighboring governorates.

In a report, the Department of Energy said the Abra Electricity Cooperative was experiencing a partial blackout affecting the towns of Banguid, Tinig and Tium.

The Energy Ministry said the quake did not damage power stations or transmission lines.
