Strengthening the capacity of parliamentary staff in sub-Saharan Africa

The Maternal and Newborn Health Partnership, the Inter-Parliamentary Union (IPU), the World Health Organization (WHO), the 2030 Countdown, the African Population and Health Research Center, and Life Goods recently concluded a three-part webinar aimed at strengthening parliamentary capacity. staff in sub-Saharan Africa to support engagement in the health of women, children and adolescents.
The series aimed to:
- Familiarize parliamentary staff with key issues and challenges related to WCAH, with an emphasis on access to and understanding of relevant data;
- Provide budget staff with budget training for budget analysis using WCAH lenses;
- Strengthen law-making capacity to ensure that cross-sectoral legislation supports access to health care for WCA.
The webinars were attended by 120 participants and provided critical information and space to share information across countries. The IPU and PMNCH work together to support national parliaments to strengthen health action and improve access to health for women, children and adolescents. They recently launched a new handbook that provides parliamentarians with an action-oriented framework for understanding and addressing health challenges, developing and funding evidence-based policy solutions, and developing institutional oversight, public engagement, and strong enforcement mechanisms.
Strengthening parliamentary institutions requires going beyond developing the capacity of parliamentarians. An important aspect is to strengthen the institutional memory of parliament in order to address the challenge of skills loss during elections, especially in countries with a high turnover of parliamentarians. This series of webinars is focused on strengthening parliamentary staff who, as a secretariat, are a potential resource for continuity and sustainable change in parliament.
