Power to HC: High-risk buildings requiring seismic stability were identified

 


Civil authorities, DDA, and the State Disaster Management Authority (DDMA) on Wednesday submitted to the Delhi High Court steps, such as identifying high-risk buildings, that they had taken to ensure the seismic stability of structures in the national capital in the event of a major earthquake.

The order of Chief Justice Dan Patel and Judge Pratek Jalan came at the request of lawyer Arbit Bhargava highlighting the seismic instability of the buildings in Delhi.

On Wednesday, Bhargava sought some time from the bench to respond to the various declarations, made by the authorities, saying that he had only received them in the morning and needed to pass through them.

After that, the Supreme Court postponed the order to July 29.

The companies have also stated in their statements that they issued a public notice in the newspapers to inform people of the need for a structural review of the buildings and the need for retrofitting, if necessary, to ensure their seismic stability,

They also claimed to have identified some buildings in their areas of competence that needed rehabilitation, and also issued notices to owners of buildings constructed before 2001 that were in a dilapidated condition requesting them to conduct a structural review.

The National Center for Disaster Management (NDMC) said in a written statement, submitted by attorneys Anil Grover and Tochar Sano, that it has implemented structural reinforcement of two of the 25 high-risk buildings identified in its jurisdiction and that construction consultants have been appointed in relation to two other buildings of 25.

She added that for the remaining 21 buildings, the process of hiring structural consultants has started.

Besides, she said she also asked the heads of institutions in high-rise and high-risk buildings – such as AIIMS, RML Hospital and Lady Harding Medical College – within her jurisdiction to conduct a structural review of their own complexes.

DCB, in a written statement, said that it had decided to demolish 38 structures that were structurally unstable in its jurisdiction and had started demolishing 16 of them.

In a written statement, the Department for Disarmament Affairs stated that it had sent letters to the owners / occupants of 32 buildings, all but one located in Dwarka, which had been approved before March 2001 at a height of 15 meters or more, to start the structural safety process and submit a report.

The Delhi Disaster Management Authority (DDMA), which is under the Delhi government, has said it is carrying out mock exercises in all areas regularly to assess the authorities’ readiness to face earthquakes.

The declarations were submitted after the Supreme Court on June 18 withdrew the Delhi government and all local authorities for failing to implement action plans to ensure the seismic stability of the buildings in the national capital.

Bhargava claimed, in his request submitted after the city witnessed several tremors between April and June this year, that the authorities and the Delhi government did not do anything despite several directions from the court to develop an action plan.

The request was made in the main Bhargava petition filed in 2015 claiming that the seismic stability of the buildings in Delhi was weak and in the event of a major earthquake there could be a large number of victims.

The petition is still pending before the Supreme Court, which has from time to time directed the Delhi government and civil authorities to draw up an action plan.

In application, Bhargava claimed that about 11 earthquakes had struck Delhi since April 12, and according to experts, a large earthquake was imminent, which is why he now moved to court for urgent guidance.
