Highlights
The total number of earthquake emergency shelters hosting IDP families in Aleppo, Lattakia, Hama and Homs is currently 32.
The number of emergency shelters in Aleppo has decreased from 33 to three, with the remaining three expected to be fully vacated by the end of April. To date, more than 150 families have been housed in four rehabilitated medium-term shelters in Aleppo.
As of 27 April, 12 collective shelters located in school buildings in Latakia Governorate have been closed to allow schools to resume teaching, while IDPs residing in these schools have been relocated to nearby shelters.
Due to the closure of temporary shelters in Aleppo governorate, IDPs who are unable to provide the necessary documents to prove damage to the house are being asked to leave the shelters.
There is a need for capacity building and support for local organizations in charge of shelter management.
There is a need to restore WASH sector functions to pre-earthquake level to provide minimum services to the population.
Status overview
From 13 to 27 April, following the evacuation of earthquake-affected families, the number of emergency shelters in Aleppo decreased from 33, as of 13 April, to three, as of 27 April. The process of evacuating the emergency shelters is expected to end by the end of next April. The eviction process has been slowed down to allow displaced families time to finalize documentation related to structural assessment and/or to rehabilitate their slightly damaged homes. Most of the evicted families returned to their structurally safe shelters, while those for which structural damage was confirmed were placed in rehabilitated medium-term shelters (four rehabilitated and four under rehabilitation).
In Hama Governorate, 1,996 IDPs (481 families) are hosted in 14 shelters while four additional shelters are empty. In addition, 5,093 families were hosted in local communities while some local initiatives rented homes to 160 families in the governorate.
In Homs city, 171 displaced people (40 families) are housed in two dwellings. Local communities in Homs governorate hosted 2,943 families (748 families), while 219 families returned to their places of origin.
In Lattakia Governorate, 2,958 displaced people (717 families) are housed in 13 shelters. As of 27 April, 12 collective shelters located in school buildings have been closed to allow schools to resume teaching, while IDPs who have stayed in these schools have been relocated to nearby shelters after obtaining permission from the evaluation committee. As part of the long-term planning strategy, 998 units are ready for installation in seven locations across Lattakia Governorate. Needs include street lighting, infrastructure rehabilitation and roadside paving. The Need for Damage Assessment (DNA) to be carried out by UNHCR and UNDP is pending approval by the Ministry of Local Administration and Environment (MoLAE).
