The earthquake reconstruction project could facilitate the privatization of the Tirana Combinat neighborhood – exit
Part of the Combinat neighborhood in Tirana will be cleared of the current construction of a new neighborhood called Combin Art. At least 50 low-rise buildings will be demolished from the communist regime.
4-5 floors, with a total construction area of about 1.5 million square meters, that can accommodate more than 21,000 people, there will be a Pazari i Ri shopping center, two museums, and the University of Architecture campus (pictured). It was built on the land that was vacated.

Old buildings or private homes will be redeveloped through cooperation between the municipality and construction companies. It will be the municipality that will create the conditions to facilitate the transfer of ownership from the old residents to construction companies.
However, the lack of necessary monitoring mechanisms by the municipality may leave room for abuse.

As of November 26, 2019, it appears that the government has abandoned its plans to redevelop the Kumpenat region. However, with damage to homes after the earthquake, Prime Minister Rama saw a good opportunity to implement his plans. And therefore:
On December 16, 2019, the government approved a normative law regulating the reconstruction of earthquake-affected buildings. It states that municipalities or the government have the right to define “mandatory development conditions, as well as the development of new regions.”

On December 24, 2019, the government approved the VKM to conduct drafting and approval of the local plan and development permit by the municipality.
The VKM Law on December 24 states that after the government announces a new area to be developed, the municipalities will draft the compulsory local plan (PDV) within 30 days. This plan is then submitted for “recognition” to the National Regional Council (KKT), which is a collective government body chaired by the Prime Minister.
On January 30, 2020, Parliament adopted amendments to the Building Supervision Act, according to which the government will control buildings constructed more than 50 years ago – Article 4 (1). On January 31, the government announced combinations as a zone to be developed and granted the municipality of Tirana the right to:
A) building new homes or damaged public buildings;
B) building and rebuilding public infrastructure and infrastructure of critical importance;

Consequently, the combination of the Kombatin redevelopment project and the post-earthquake reconstruction program could open the door to abuse unless the municipality of Tirana fails to strictly enforce transparency laws.
